On November 6, 2025, China Energy Engineering Group introduced during a research event for institutional investors that the China Energy Engineering Songyuan Hydrogen Energy Industrial Park (Green Hydrogen Ammonia Alcohol Integration) project is currently the world's largest green hydrogen ammonia alcohol integration project. The project relies on the abundant wind and solar resources in Songyuan, Jilin, and adopts the "green electricity green hydrogen green ammonia/green alcohol" technology path. Through international leading technologies such as green electricity direct supply, green flexible hydrogen production of ammonia alcohol, and integrated regulation of large-scale wind solar hydrogen storage and ammonia alcohol, it achieves clean and efficient conversion of hydrogen energy.
The total investment of this project is 29.6 billion yuan, and it is planned to construct 3 million kilowatts of new energy power generation in stages, forming an annual production capacity of 800000 tons of green synthetic ammonia and green methanol. The first phase of the project will commence construction in September 2023 and is planned to be put into operation by the end of 2025.

In terms of project cost control advantages, China Energy Engineering Corporation introduced that firstly, it has resource endowment. The annual utilization hours of wind and solar energy in Songyuan area exceed 3300 hours, effectively reducing electricity costs. The second is the location conditions, with flat terrain and convenient transportation. The chemical industrial park has complete supporting facilities and a dedicated railway platform for hazardous chemicals, reducing transportation costs. The third is the technical process, which adopts the technology of "wind and solar direct supply+energy storage peak shaving+efficient electrolytic hydrogen production+dynamic ammonia synthesis integration", significantly improving energy efficiency and making the cost of green ammonia close to the level of blue ammonia, reaching the national leading level.According to data from the Energy and Power Department, the China Energy Construction Songyuan Hydrogen Energy Industrial Park (Green Hydrogen Ammonia Alcohol Integration) project (Energy Storage Project) has completed registration on October 30, 2025. China Energy Construction Hydrogen Energy's wholly-owned subsidiary, Energy Construction Green Hydrogen Ammonia New Energy (Songyuan) Co., Ltd., plans to invest 53 million yuan to build a 40MW/40MWh lithium iron phosphate electrochemical energy storage facility, which will be connected to the 35kV busbar of the 220kV substation through a 35kV collection line. China Energy Engineering Corporation introduced that the project adopts the domestically pioneered "green electricity direct supply chemical industry" technology route and "load following source" operation mode, successfully solving the bottleneck of the industry chain "bottleneck" of the contradiction between new energy power fluctuations and chemical stable load requirements, and creating 4 "world firsts" and 4 "international leading" technologies.
The four 'world firsts' include: the world's largest green hydrogen ammonia alcohol integration project, the greenest hydrogen energy' zero carbon 'industrial park, the widest load flexible synthetic ammonia process, and the largest scale hydrogen storage project.
The four "internationally leading" technologies include: wind solar hydrogen ammonia storage matching optimization technology, 100% green electricity direct supply technology, green flexible hydrogen ammonia production technology, and large-scale wind solar hydrogen ammonia storage integrated regulation technology.

The project has been successfully selected into the first batch of green and low-carbon advanced technology demonstration projects of the National Development and Reform Commission, the first batch of green liquid fuel technology tackling and industrialization pilot projects of the National Energy Administration, and the hydrogen energy pilot projects in the energy field. At the same time, it has received the national super long term special treasury bond funds and the financial policy support of the Agricultural Development Bank of China.
