At the end of 2025, a grand blueprint for the future urban energy system in China's energy sector is quietly becoming a reality in Jiaozuo, Henan. With the announcement of a bid winning candidate worth over 2 billion yuan, the construction of the Jiaozuo Economic and Technological Development Zone's integrated project of source, network, load, and storage has officially begun, marking a solid step forward for China in building a clean, efficient, and intelligent new energy system.

On November 21, 2025, the candidate for the EPC general contracting project of the source network load storage integration project in Jiaozuo Economic and Technological Development Zone, Henan Province was officially announced. Three strong consortia participated in this bidding, with bids of approximately 2.05 billion yuan each, and the competition was quite fierce.

The first winning bidder candidate is a consortium led by China Construction Xinjiang Construction Engineering Group First Construction Engineering Co., Ltd., in conjunction with Xulong Construction Group Co., Ltd. and Machinery Industry Sixth Design and Research Institute Co., Ltd. The total bid price is 2046512700.00 yuan, and the evaluation score is as high as 91.51 points, ranking first among the candidates.

The second candidate for the second bid is a consortium formed by Guangxi Construction Engineering Group Second Installation and Construction Co., Ltd. and China Municipal Engineering Southwest Design and Research Institute Co., Ltd. The total bid price is 2056069875.00 yuan. The third candidate for the bid is a consortium of Hubei Construction Engineering Group Co., Ltd. and Zhongchen Kejie Design Engineering Co., Ltd., with a total bid price of 2057103596.00 yuan. The construction period for all three companies is planned to be 840 calendar days, with a design period of 60 calendar days.

Project blueprint: Creating a comprehensive green energy base

It is understood that the total investment scale of the source network load storage integration project in this bidding is about 2.235 billion yuan. The project will systematically construct heavy-duty truck dedicated charging and swapping stations, supercharging piles, distributed photovoltaic power stations, energy storage power stations, and a series of supporting facilities in Jiaozuo Economic Development Zone. The bidding scope comprehensively covers design, equipment procurement, construction, and commissioning, aiming to create a comprehensive demonstration project integrating energy production, storage, and consumption.

The tenderer of this project is Jiaozuo Changjiu New Energy Comprehensive Utilization Co., Ltd., which is backed by the local state-owned enterprise Henan Zhongsheng Capital Operation Group Co., Ltd. and ultimately fully controlled by the Finance Bureau of Zhongzhan District, Jiaozuo City. The project construction funds are self raised by the enterprise, with a contribution ratio of 100%, demonstrating the determination of the local government and market forces to jointly promote energy transformation. The total planned project duration is 900 days, indicating that by 2027, a modern green energy base will emerge here.

The launch of the Jiaozuo Source Network Load Storage Project is not only the beginning of a large-scale infrastructure project, but also a microcosm of China's energy structure transitioning towards cleanliness and intelligence. By integrating various links such as photovoltaics (source), power grid (network), load (load), and energy storage (storage), this project will effectively improve regional energy utilization efficiency, promote the consumption of renewable energy, and have important strategic significance in alleviating power grid pressure and ensuring energy security.

The announcement of the winning bid for this project adds a significant milestone to China's energy storage and integration field by 2025.
