Recently, China Energy Engineering Corporation Limited (referred to as "China Energy Engineering") officially signed the EPC general contract for the 200MW Green Hydrogen Integration Project in Paka, Terengganu, Malaysia. As a benchmark cooperation project between China and Malaysia in the field of green and low-carbon, this project focuses on photovoltaic hydrogen production as its core, integrating full chain supporting facilities such as energy storage and hydrogen storage and transportation. It not only marks a breakthrough in the scale of China Energy Construction's overseas green hydrogen business, but also provides key support for the energy structure transformation in Southeast Asia, accelerating the process of regional clean energy substitution.

The project is located in Paka Industrial Zone, Terengganu State, Malaysia, with a total investment of over 1.5 billion US dollars and a planned construction period of 24 months. After completion, the annual production capacity of green hydrogen will reach nearly 30000 tons, making it a leading green hydrogen demonstration project under construction in Southeast Asia. The project adopts an integrated development model of "photovoltaic+energy storage+green hydrogen", and the core construction content includes a 200MW photovoltaic power station, PEM electrolysis water hydrogen production device, hydrogen purification and compression system, and high-pressure storage and transmission pipeline. Among them, the photovoltaic power station will provide 100% clean energy for the hydrogen production process, and the supporting energy storage system can stabilize the fluctuation of photovoltaic output and ensure the stability and continuity of the hydrogen production process; The advanced PEM electrolysis hydrogen production technology selected has the advantages of fast start-up speed, low energy consumption, and wide adaptability to working conditions. It can achieve a hydrogen purity of 99.999%, fully meeting the high standard hydrogen demand in the industrial and transportation fields. In addition, the project will also simultaneously establish a localized operation and maintenance center to drive technical exchanges and local adaptation of core equipment such as electrolytic cells and photovoltaic modules.

From the perspective of regional energy strategy, the project is deeply aligned with Malaysia's "2050 Net Zero Emissions Blueprint" and ASEAN's "Energy Cooperation Action Plan (2023-2027)", effectively addressing the pain points of high dependence on fossil fuels and difficulty in integrating renewable energy in the local area. After production, the green hydrogen produced by the project will be prioritized for supply to local chemical enterprises in Malaysia, replacing traditional fossil fuels and reducing carbon dioxide emissions by over 250000 tons annually; At the same time, surplus hydrogen energy will be liquefied and radiated to ASEAN countries such as Singapore and Thailand, helping to build a cross regional hydrogen energy trade network. In terms of industrial driving, the project construction phase will create over 1000 direct employment opportunities, and during the operation period, it will promote the agglomeration of upstream and downstream industries such as hydrogen storage and transportation, fuel cell applications, etc., laying the foundation for Malaysia to build a hydrogen energy industry hub in Southeast Asia.

The signing of the Malaysia green hydrogen project further improves its business layout in the Southeast Asian market, providing replicable demonstration samples for China's green hydrogen technology and engineering services to "go global".
