As a major national strategic deployment, Hainan is actively exploring the path of building a free trade port with Chinese characteristics, and building a clean, low-carbon, safe and efficient modern energy system has become a key foundation to support the high-quality development of the free trade port. In this macro context, the upgrading of strategic cooperation between the Hainan Provincial Government and China Huaneng has timely opened a new chapter in the coordinated promotion of energy revolution and service to the national strategy between the central and local governments.

Recently, the Hainan Provincial Government and China Huaneng signed a comprehensive and deepening strategic cooperation agreement in Haikou. This cooperation is based on the new requirements for the operation of the Hainan Free Trade Port, focusing on the strategic positioning of three zones and one center, and striving to promote the deep integration of the clean energy industry and the policy advantages of the free trade port. According to the agreement, the cooperation between the two parties will focus on five key areas for collaborative efforts: jointly building a world-class offshore wind power industry chain ecosystem, promoting diversified development of clean energy such as nuclear power, photovoltaics, and hydrogen energy, accelerating the innovative application of new energy storage and smart energy technologies, creating a comprehensive energy service demonstration park, and deepening the layout of headquarters economy and cross-border energy business. This series of cooperation measures not only aligns with the strategic positioning of building a national ecological civilization pilot zone in Hainan, but also provides solid support for constructing a modern industrial system with Hainan characteristics.

The deepening of this strategic cooperation reflects multiple strategic significance.
