With the accelerated development of deep-sea wind energy resources, the northern waters of China are entering a critical period of large-scale development of offshore wind power. On December 2, 2025, two million kilowatt offshore wind power projects in Dandong, Liaoning Province and Jimo, Shandong Province were awarded to China Power Construction. Although they are both large-scale offshore projects, they have their own characteristics in terms of technological path, construction stage, and strategic positioning, jointly outlining a new blueprint for China's offshore wind power to move towards scale and deep-sea development.
Technological upgrades reduce costs
Both projects have an installed capacity of 1 million kilowatts, but different technical solutions have been chosen based on the sea conditions and engineering objectives. The Phase I project of Liaoning Huadian Dandong Donggang is located in the southern sea area of Dandong Donggang City, about 50 kilometers offshore, with a water depth of 30 to 38 meters. It plans to install 76 12MW and 8 11MW wind turbines. The core innovation lies in the adoption of ± 500kV high-voltage direct current transmission technology and the construction of offshore converter stations and onshore collection stations, which reserve interfaces for the future Phase II project.

The Electric Power Construction New Energy Jimo Project is located in the eastern waters of Jimo District, Qingdao. It plans to use more advanced 16MW large capacity units and transmit electricity through a "three-level boost transmission" mode. The preliminary plan is to use a 500kV submarine cable with a length of about 75 kilometers. This scheme represents the maximum capacity level of commercial wind turbines currently available, aiming to reduce full lifecycle costs through technological upgrades.
Each illness progresses gradually, with distinct stages
At present, the two major projects are in different stages of promotion. The Dandong project is progressing rapidly and has entered the main construction period: the EPC general contractor will be determined in May 2025, the main project bidding will be completed in September, the construction and installation of the offshore converter station will be awarded by the end of November, and the detailed construction nodes from March 2027 will be clarified. The plan is to connect the full capacity to the grid before the end of December 2027.

The Jimo project is in the early stage of work. The first phase of preliminary work bidding will be launched in September 2025, and in November, the Northwest Survey and Design Institute of China Power Construction Group won the bid with a bid price of 28.88 million yuan. This stage mainly covers military topics, pre feasibility studies, etc. It is expected to be completed in 12 months, and subsequent approval and main construction have not yet begun.
The two projects play an important leading role in regional development and industrial progress. As the first million kilowatt level offshore wind power project in Northeast China, the Dandong project not only fills the gap in regional development, but also innovatively collaborates with 660000 kilowatt cogeneration units to form an integrated joint venture model of "wind solar thermal storage". After the project is put into operation, the annual power generation is expected to reach 3 billion kilowatt hours, which can reduce carbon dioxide emissions by about 2.4 million tons, and will effectively drive the development of related industrial chains such as local ports and marine engineering. The Jimo project focuses on promoting industrial technological progress, and its large-scale application of 16MW wind turbines and 500kV high-voltage transmission technology will accumulate key engineering data and experience for the development of deep-sea offshore wind power.
