Vingroup wins major offshore wind power deal in Ha Tinh Province, Vietnam

In December in Hejing Province, the sea breeze blows strongly. This natural force from the ocean is about to be transformed into green electricity to drive Vietnam's industrial development. On December 4th, with a notice from the People's Committee of Ha Tinh Province, a highly anticipated "talent show" for a nearly 900 MW offshore wind power project came to an end. VinEnergo, an energy newcomer under Vietnamese corporate giant Vingroup, became the final "chosen one" and took on the banner of this giant project with a total investment of about 1.48 billion US dollars (over 39 trillion Vietnamese dong).

Details of two major projects

The two projects that won the bid this time are both located in the Ky Anh area of Hejing Province, with a total installed capacity of 898 megawatts. Project 1 (400 MW): The total investment is approximately 644.7 million US dollars (over 17 trillion Vietnamese dong), and it is planned to install 47 wind turbines with a single capacity of 5 to 8.5 MW. The project is expected to generate approximately 1053 gigawatt hours of electricity annually, requiring the occupation of 5.5 hectares of land and 825 hectares of sea.  

Project 2 (498 MW): named Eco Wind Ky Anh, with a total investment of approximately USD 834.3 million (over VND 22 trillion), will install 59 wind turbines. The supporting construction includes a 66/500 kV substation and a dual circuit 500 kV transmission line connected to the Hejing Yong'ang power grid. It is expected to generate approximately 1322 gigawatt hours of electricity annually.  

The capacity coefficients (key indicators for measuring power generation efficiency) of both projects exceed 30%, indicating the superior wind energy resource endowment in the region.

Why VinEnergo?

The authorities of Hejing Province stated that the investor selection process was open and transparent, inviting multiple domestic and foreign bidders to participate, and ultimately making a decision based on an evaluation of the investors' comprehensive abilities. The victory of VinEnergo is partly due to the strong strength and commitment of its parent company Vingroup, and also highly in line with the national strategy of Ha Tinh Province and even Vietnam. The leaders of Ha Tinh Province pointed out that these projects perfectly align with the province's blueprint for expanding renewable energy supply, supporting industrial growth in the Yongang Economic Zone (the core hub of steel, thermal power, and seaports in central Vietnam), and are also key to achieving the goals of Vietnam's Eighth Electricity Development Plan. For VinEnergo, this is also an important cornerstone for expanding its wind power industry chain in the wind energy rich areas of the central and northern regions. The Ambition of New Players in Green Energy

According to the requirements, VinEnergo must complete all preliminary procedures before the third quarter of 2026, commence construction in the fourth quarter of the same year, and ensure commercial operation by the fourth quarter of 2028. Although VinEnergo was founded in 2025, as a member of the Vingroup ecosystem, it has demonstrated grand aspirations from birth. The registered capital of the company has increased to approximately 1.06 billion US dollars (over 28 trillion Vietnamese dong), covering cutting-edge technologies such as renewable energy, energy storage, carbon credits, and green hydrogen and ammonia. At present, the company has been developing a liquefied natural gas (LNG) power generation project, which is one of the key thermal power projects under Vietnam's Eighth Power Plan.
