On December 17, 2025, the Development and Reform Commission of Hebei Province released the "Announcement of the First Batch of Projects Planned for Green Power Direct Connection in Hebei Province in 2025", marking the official launch of the green power direct connection work in Hebei Province. There are a total of 31 projects announced this time, with a total scale of 4.2775 million kilowatts, including 2.5357 million kilowatts of wind power projects and 1.7419 million kilowatts of photovoltaic projects.

Tangshan City ranks first with a total installed capacity of 1.5649 million kilowatts, fully reflecting the urgent demand for green electricity in Tangshan as an industrial hub in Hebei Province; Zhangjiakou City ranks second with a scale of 893800 kilowatts, relying on its abundant natural resources of wind and solar energy; Qinhuangdao City ranks third with a scale of 622500 kilowatts.  

Private enterprises take the lead, while central enterprises actively participate

In terms of the composition of the owners participating in the project, the applicant for this application presents a diversified feature, mainly consisting of private enterprises, while also attracting multiple central and local state-owned energy enterprises including State Power Investment Corporation, National Energy, Huadian Group, Datang Group, etc.  

In terms of specific project scale, Ansheng Construction and Development Co., Ltd. in Qinglong Manchu Autonomous County ranks first with a planned capacity of 400000 kilowatts; State Power Investment Corporation followed closely with 357500 kilowatts; Tangshan Bohai Bay Petrochemical Storage and Transportation Co., Ltd. and Xiamen Du'ao Holdings Co., Ltd. are tied for third place, each with an approved capacity of 350000 kilowatts.  

This diversified investment entity pattern not only reflects market vitality, but also ensures the professionalism and reliability of the project. According to policy requirements, green power direct connection projects are generally led by the load as the main responsible unit, and the power source can be invested by the load subject or by the power generation enterprise or a joint venture company established by both parties, providing flexible cooperation space for different investment subjects.  

Solving the problem of new energy consumption

This project announcement is made in accordance with the requirements of the Notice on Organizing the Application Work for Green Power Direct Connection Projects issued by the Development and Reform Commission of Hebei Province (Jifa Gai Energy [2025] No. 879). It was submitted by various city organizations, confirmed by the power grid company for access conditions, and evaluated by a third-party consulting unit for the project construction plan. The public announcement period is from December 17th to December 21st, 2025.  

Green power direct connection refers to a mode in which new energy sources such as wind power, solar power, biomass power, etc. are not directly connected to the public power grid, and green power is supplied to a single power user through direct lines, achieving clear physical traceability of the supplied electricity. This mode is an important innovation to solve the problem of new energy consumption and meet the green energy demand of enterprises.

For enterprises, green power direct connection can not only reduce electricity costs, but more importantly, it can obtain clear physical traceability certificates for green power, help export-oriented enterprises cope with international green trade barriers such as the EU carbon border adjustment mechanism, and enhance the international competitiveness of products. For new energy enterprises, green power direct connection has opened up new consumption channels, which helps to improve the utilization rate of new energy.  

As a major province in new energy, Hebei Province has nearly 70% of the total installed capacity of new energy in the province by the end of November 2025, and its green power trading scale has been leading the country for three consecutive years. The public announcement of the first batch of green power direct connection projects marks a substantial step forward for Hebei in promoting the local consumption of new energy, which will inject strong impetus into the construction of a new energy strong province.Editor/Yang Meiling
