China Construction of the Whole Industry Chain

On December 25, 2025, the Governor of Lagos State, Sambo Oulu, announced that the second phase of the Lagos Light Rail Blue Line project is progressing smoothly and is expected to be fully completed within the next 18 months. The light rail blue line project is constructed by China Civil Engineering Group Co., Ltd. and provided by CRRC Dalian Locomotive and Rolling Stock Co., Ltd. It is a fully electrified urban light rail transit project designed, built, constructed, and operated independently by Chinese enterprises. The project has a total length of 27 kilometers and 11 stations. The first phase of the project (13 kilometers long) was officially opened for operation in September 2023, and the second phase of the project is about 14 kilometers long. After the first phase was opened, the contract was signed and continued to be promoted. As the first electrified urban light rail in West Africa, this project marks a new stage of modernization for Lagos' urban transportation system.

Building a comprehensive intermodal transportation network

The Lagos Light Rail Blue Line Phase II project has been listed by the state government as a core measure to alleviate urban traffic congestion and enhance public transportation service capabilities. During an interview, the Governor of Sangwo Oulu emphasized that the state government is systematically promoting the construction of a comprehensive urban transportation system with railways, highways, and waterways as the backbone, aiming to provide daily commuters with a more efficient and convenient travel network. The light rail blue line will connect with existing and planned highways, bus routes, and water transportation hubs, forming a multi-level and integrated urban transportation solution.
