In 2025, the development and reform system of Ningxia Hui Autonomous Region will achieve breakthrough progress in major project construction through mechanism innovation and policy breakthroughs. All 2885 major projects started construction throughout the year, with an annual investment completion rate of 101%; As a leader, the completion rate of investment in 100 key projects at the autonomous region level is as high as 123%, providing solid support for the stable and healthy development of the regional economy.

Comprehensive breakthrough in project investment

To ensure the efficient promotion of major projects, the Ningxia Development and Reform Commission has systematically issued the "Implementation Opinions on Improving the Efficiency of Government Investment" within the year, and innovatively established a mechanism for joint review and consultation of major projects and resolution of major conflicts and disputes. Through the implementation of the closed-loop management working mechanism of research and judgment at the beginning of the month, scheduling at the middle of the month, and analysis at the end of the month, accurate research and judgment and rapid response have been achieved to the hot spots, difficulties, and blocking points in economic operation. Throughout the year, the system took the lead in formulating and implementing more than 40 key policy measures, including the Action Plan for Stabilizing Growth and Promoting Development, vigorously fighting six tough battles, and promoting high-quality development of the private economy, effectively stimulating investment vitality and construction momentum.

Breakthrough in Energy Channel: The key project of the national West East power transmission strategy, the Ningdian Xiangtan ultra-high voltage direct current project, has been put into operation and will directly transmit wind, solar and green electricity from Ningxia to Hunan.

Consolidating the foundation of flood control and safety: The main body of the Yellow River Ningxia section river management project has been completed and put into operation, greatly enhancing the ability to ensure the safety of the Yellow River.

Accelerated upgrade of transportation network: The Baotou Yinchuan high-speed railway has been fully connected, significantly reducing the time and space distance between North China and Northwest China; The expansion and renovation project of Baolan Railway has started smoothly, and the century old artery has been revitalized.
