On January 4, 2026, the bidding results for two major key projects in the Xinjiang Uygur Autonomous Region were officially announced. The contractors for the 499,000 kW wind power EPC general contracting project in Tacheng and Fenghe, as well as the construction section of the Wutongwoziquan gold mine in Hami, were successively determined. The total bidding amount for these two projects reached 4.485 billion yuan. The implementation of these two projects will simultaneously activate the two major tracks of new energy development and mineral resource utilization in Xinjiang, injecting strong momentum into regional industrial upgrading and economic development.

Wind power and energy storage integration project leads the new energy sector

The Huaqiang New Energy Power Generation Co., Ltd. and Feng 499,000 kW Wind Power Project in Tacheng Prefecture are the "highlight" of this bidding. The project is located in Tacheng Prefecture, focusing on the coordinated development of new energy and energy storage. The construction content includes a 499,000 kW centralized wind farm, a 50,000 kW/100,000 kWh energy storage system, as well as a 220 kV booster station and supporting transmission lines. In the later stage, the energy storage capacity can be flexibly expanded or independent energy storage facilities can be leased according to demand.

In terms of construction scale, the current phase of the project is planned to have a total installed capacity of 499MW, with a total of 54 wind turbine positions, including 4 spare positions. It is proposed to install 50 wind turbine generators with a single capacity of 10MW, and one unit will operate at a limited power of 9MW. After fierce competition, a consortium consisting of six companies, including Zhejiang Huadong Engineering Construction Management Co., Ltd. and PowerChina Huadong Engineering Corporation Limited, won the bid with a bid price of 2,585,879,000 yuan (approximately 2.586 billion yuan); Hubei Jianke International Engineering Co., Ltd. and PowerChina Hebei Engineering Co., Ltd. ranked second and third with bid prices of 2,590,295,700 yuan and 2,589,164,200 yuan, respectively. Upon completion, the project will effectively enhance Xinjiang's clean energy supply capacity and facilitate the local energy structure's transition towards a green and low-carbon future.

Gold mining projects leverage new engines for mineral resource development

Another major bid-winning project is the construction section of the Wutongwoziquan gold mine in Hami City, Xinjiang. The total area of the mining area is 4.58 square kilometers, and the core construction content is ore mining operations. The bidding results of this project present a rare situation of tied positions, with three consortia securing the top three spots with identical bidding prices of 1.9 billion yuan: the consortium formed by China Construction Second Engineering Division Co., Ltd. and Zhejiang Zhongxiang Construction Engineering Group Co., Ltd. secured the first place, while the consortiums formed by Zhongru Kexinda Construction Group Co., Ltd. and Zhejiang Tianzeng Construction Group Co., Ltd., as well as China Railway Construction Engineering Group Co., Ltd. and Zhejiang Huayue Mining Engineering Co., Ltd., secured the second and third places respectively.

As a key layout project for the development of mineral resources in Xinjiang, the development of the Wutongwoziquan gold mine will promote the efficient transformation of local advantageous mineral resources, drive the development of upstream and downstream industrial chains such as mining, transportation, and processing, and provide a large number of job opportunities and economic growth points for the region.

The bidding results for the two key projects have been finalized, indicating that the construction will soon enter a substantive phase. The implementation of the wind power project will further consolidate Xinjiang's integrated industrial layout of "wind, solar, and storage", and facilitate the high-quality development of the new energy industry. The development of the gold mine project provides a key leverage for transforming local mineral resource advantages into economic benefits.
