In the intelligent manufacturing base of Tianjin Port Free Trade Zone, a behemoth is undergoing its final "medical examination" before delivery. With the stable pressurization of pipeline pressure tests and precise laying of tens of thousands of meters of cables, the upper module of Shell Nigeria HI project, constructed by CNOOC Engineering, is about to complete all land work and launch its final sprint towards the goal of "delivering on schedule in mid January". This is not only the completion of the construction of a single module, but also a milestone in the deep cooperation between Chinese offshore enterprises and international energy giants as general contractors.

Joining hands with international giants for the first time as a general contractor

This HI project is of great significance to CNOOC Engineering. It marks the company's first time serving as a general contractor, fully responsible for the entire project design, procurement, and construction (EPC) chain of Shell, an international energy giant. In the past, Chinese offshore engineering companies have taken on more subcontracting roles, but this identity change means that CNOOC Engineering's design capabilities, project management level, and supply chain integration strength have been directly recognized by top international customers. This is not only a qualitative leap in the cooperation relationship between the two parties, but also lays a solid foundation for the company to continue exploring the international high-end oil and gas engineering market in the future, especially entering the more demanding deepwater and complex project fields, laying a solid foundation for performance and reputation.

Land debugging ensures flawless delivery

At present, the project has fully entered the most critical land debugging stage before delivery. The on-site work is being carried out in a tense and orderly manner around two core safety and functional systems. In terms of process systems, the team is conducting pipeline pressure tests in a concentrated manner, inspecting each of the 68 pressure test kits to ensure that the strength and sealing of all process pipelines fully meet the requirements of extreme production environments at sea. In terms of power and control systems, the laying of cables with a total length of over 37000 meters and the work of 1147 connection points are being fully promoted simultaneously, building a complete neural network for the future power supply, equipment control, and data transmission of the entire platform at sea. It is particularly worth mentioning that the one-time qualification rate of pipeline welding in the critical path of the project has reached a very high level of 99.98%, which confirms the excellent quality control ability of the project at the micro level.

Integrated homework ensures a good start for the new year

Faced with a tight delivery schedule, the project team ensured dual control of progress and quality through innovative management models. Its core lies in adopting an integrated, modular, and standardized workflow, achieving seamless connection between various specialties and processes, and minimizing interface friction and waiting time. In terms of resource scheduling, the team implemented dynamic management and decisively adopted a two shift rotation approach on critical paths such as debugging and tackling challenges, effectively ensuring overall progress. This efficient and collaborative "Chinese approach" not only ensures decisive progress in this project at the beginning of the new year, but also accumulates valuable practical experience for China's high-end equipment manufacturing to "go global" and respond to the fast-paced and high standard requirements of the international market. As the HI project is about to be shipped, CNOOC Engineering's international history will be greatly enhanced. It proves that Chinese offshore enterprises have the comprehensive ability to undertake global high-end oil and gas project EPC general contracting. This successful cooperation is like a shining international business card, which will help China National Offshore Engineering Corporation to continuously move from an "important participant" to a "core leader" on the stage of global energy infrastructure construction.
