According to information released on the official website of China Railway 19th Bureau Group Co., Ltd., the Party Secretary and Chairman of China Railway 19th Bureau Group have recently been adjusted.

It was revealed during the signing ceremony of the deepening cooperation agreement between China Railway 19th Bureau and Huawei Technologies Co., Ltd. on January 7th, and the signing ceremony of the strategic cooperation framework agreement between China Railway 19th Bureau and Chinalco International Engineering Co., Ltd. on January 9th that Du Xianghao, Secretary of the Party Committee and Chairman of China Railway 19th Bureau, attended and witnessed the signing. On January 4th, a few days ago, according to the press release of the 2026 Safety Production Work Conference of China Railway 19th Bureau, Zhou Guannan, Secretary of the Party Committee and Chairman of China Railway 19th Bureau Group, attended the meeting and delivered a speech. This means that the Party Secretary and Chairman of China Railway 19th Bureau Group Co., Ltd. have been changed from Zhou Guannan to Du Xianghao.

Zhou Guannan, born in September 1982, graduated from Tongji University with a major in Road and Railway Engineering in 2010. He holds a full-time graduate degree and a doctoral degree. He graduated from the postdoctoral workstation of China Railway Construction Bridge Engineering Group Co., Ltd. Formerly served as the Deputy Secretary of the Party Committee and General Manager of the Third Company of China Railway Construction Bridge Engineering Bureau Group Co., Ltd; From August 2022 to October 2023, served as the Deputy Secretary of the Party Committee and General Manager of China Railway Construction Bridge Engineering Group Co., Ltd; From April 2025, appointed as the Deputy Secretary of the Party Committee and Vice Chairman of China Railway 19th Bureau Group Co., Ltd. (in charge of the work of the Party Committee and Board of Directors); Starting from October 2025, he has been appointed as the Party Secretary and Chairman of China Railway 19th Bureau Group Co., Ltd.

According to public information, Du Xianghao, who has just taken up the position of Chairman and Party Secretary of China Railway 19th Bureau Group, previously held the position of General Manager of China Railway Construction's Operations Management Department (Supply Chain Management Department, Headquarters Group War Preparedness Department).  

Du Xianghao has served as a standing committee member and deputy general manager of the Party Committee of China Railway 12th Bureau Group Co., Ltd. He has also served as the legal representative of companies such as China Railway 12th Bureau Group Second Engineering Co., Ltd., China Railway 12th Bureau Group Seventh Engineering Co., Ltd., and China Railway 12th Bureau Group Shanxi Building Components Co., Ltd., as well as senior executives of companies such as China Railway 12th Bureau Group Second Engineering Co., Ltd., China Railway 12th Bureau Group Seventh Engineering Co., Ltd., and China Railway 12th Bureau Group Shanxi Building Components Co., Ltd. On June 21, 2023, he will no longer concurrently serve as the Party Secretary and Executive Director of the Second Company, and will be appointed as the General Manager of the Operations Management Department of China Railway Construction in June of the same year.
