On the 20th, President Tokayev of Kazakhstan issued a series of proposals on the construction of the rule of law in the country at the 5th National Assembly of Kazakhstan. He proposed to establish the position of Vice President in Kazakhstan, who would be appointed by the President after a simple majority vote in parliament. He stated that the Vice President's authority will be determined by the President and is expected to represent the country at various domestic and international events.
Tokayev emphasized that the presidential position will still be the core and highest position in the national system, and the establishment of the vice presidential position will help stabilize the national governance process and ultimately clarify the power hierarchy.
Meanwhile, Tokayev suggested specifying in the constitution that once the head of state's term ends prematurely, presidential elections must be held within two months.
According to the current Constitution of Kazakhstan, if the President is unable to perform his duties due to unforeseen circumstances, his powers will be transferred to the Speaker of the House of Lords, who will act on his behalf until the end of his original term. If the Speaker of the House of Lords is also unable to assume the responsibility of national governance, the presidential powers will be transferred to relevant positions in accordance with established procedures.
Tokayev believes that the current constitution's statement of "the end of the original term" may reflect a "remaining term" of six months or six years in practical work.
