The 14th No. 1 central document guiding the work of "agriculture, rural areas and farmers" since the 18th National Congress of the Communist Party of China was authorized by Xinhua News Agency on the 3rd, which deployed the anchoring of agricultural and rural modernization and the solid promotion of rural comprehensive revitalization.

The document is titled "Opinions of the Central Committee of the Communist Party of China and the State Council on Anchoring Agricultural and Rural Modernization and Solidly Promoting Comprehensive Rural Revitalization". The full text consists of six parts, including: improving the comprehensive production capacity and quality efficiency of agriculture, implementing normalized and precise assistance, actively promoting stable income growth for farmers, promoting livable, business friendly and beautiful rural construction according to local conditions, strengthening institutional and mechanism innovation, and enhancing the Party's comprehensive leadership over "agriculture, rural areas and farmers" work.

The document proposes that agricultural and rural modernization is related to the overall situation and quality of Chinese path to modernization. We should give priority to the development of agriculture and rural areas, adhere to the integrated development of urban and rural areas, anchor the modernization of agriculture and rural areas, take the promotion of all-round rural revitalization as the overall starting point, take the learning and application of the experience of the "Ten Million Project" as the guide, take reform and innovation as the fundamental driving force, improve the effectiveness of policies to strengthen agriculture, benefit farmers and enrich farmers, hold the bottom line of national food security, continue to consolidate and expand the achievements of poverty alleviation, improve the level of rural industry development, rural construction, and rural governance, and strive to build agriculture into a modern industry, make rural areas basically have modern living conditions, and make farmers' lives more prosperous and beautiful, so as to provide basic support for promoting Chinese path to modernization.

The head of the Office of the Central Leading Group for Rural Work stated that it is necessary to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and all previous plenary sessions, conscientiously implement the deployment of the Fourth Plenary Session, fully implement General Secretary Xi Jinping's important discourse and instructions on "agriculture, rural areas, and farmers" work, promote new progress in the comprehensive revitalization of villages and towns, and take agricultural and rural modernization to a new level, and make solid progress towards the goal of building a strong agricultural country.
