On February 7, the fifth annual meeting of the "the Belt and Road High Quality Development Academic Forum", organized by the Institute of Geographic Science and Resources of the Chinese Academy of Sciences, was held in Beijing. With the theme of "Jointly building high-quality development along the" the Belt and Road ": looking forward to the" 15th Five Year Plan ", more than 70 guests from the government and academia conducted in-depth discussions on core issues such as the joint construction of the" the Belt and Road "cooperation plan, industrial chain layout, artificial intelligence, overseas market security and international experience.

The opening ceremony of the Forum was presided over by Liu Weidong, Secretary General of the Forum, Counsellor of the State Council, Secretary General of the the Belt and Road International Association of Scientific Organizations (ANSO), and researcher of the Institute of Geographic Sciences and Resources of the Chinese Academy of Sciences. Academician Bai Chunli, the founding chairman of ANSO and the chairman of the forum, Zhang Xiuwu, the leader of the comprehensive team of the leading group office for promoting the construction of the "the Belt and Road", Guo Xuejun, the deputy director of the Department of International Economics of the Ministry of Foreign Affairs, Zhu Zhongliang, the deputy director of the International Department of the State Administration of Market Supervision, Sun Fubao, the director of the Institute of Geographic Sciences and Resources of the Chinese Academy of Sciences, and Ruan Yi, the secretary general of the Silk Road Planning and Research Center, delivered speeches respectively.

Academician Bai Chunli said that in 2025, in the face of the complex international situation of unilateralism, geopolitical conflict and technological change, the construction of the "the Belt and Road" still delivered a brilliant answer, and these practical results confirmed the strong vitality of the concept of consultation, joint construction and sharing.  

Qiu Jin, a special researcher of the Counsellor's Office of the State Council, pointed out that the joint construction of the "the Belt and Road" has yielded fruitful results, and the fundamental point is to always follow the concept of a community with a shared future for mankind. He said that in the process of jointly building the "the Belt and Road", the principle of joint consultation, joint construction and sharing was upheld, which was in line with the interests of people of all countries and highly consistent with the aspirations of countries, especially developing countries, to seek development, prosperity and strength.

"In the turbulent situation, China is a consistent 'go between'." Ou Xiaoli, president of the China Human Resources Development Research Association, compared the "the Belt and Road" to a "stitch", pointing out that the joint construction of the "the Belt and Road" has patched up the physical cracks in infrastructure, the interests of economic development, the rules of global governance, and the emotional cracks in cultural exchanges. He pointed out that behind this is actually a profound Eastern wisdom - this "patching" is not about covering and replacing, but a collective creation of countries working together for mutual benefit and win-win results.

Zhang Xiuwu said that the high-quality joint construction of the "the Belt and Road" not only faces rare historical opportunities, but also faces a series of new era topics. How to plan and promote the joint construction of the "the Belt and Road" from a higher starting point requires in-depth thinking and systematic research. He stressed that it is necessary to deepen the research on the strategic positioning and era connotation of high-quality co construction of the "the Belt and Road", and further clarify the role of the "the Belt and Road" in the opening up system in the new era; We should strengthen forward-looking research on key areas and directions of the joint construction of the "the Belt and Road", and systematically study and judge the trend path and policy focus; We should strengthen the research on the mechanism construction of the "the Belt and Road", explore and form more mature cooperation models and mechanisms; It is necessary to strengthen the research on risk prevention and control and protection of overseas interests, and provide solid support for the stability of the "the Belt and Road".

When it comes to the "soft connectivity" of rules and standards, Zhu Zhongliang said, "Metrology, standards, and conformity assessment are the core of national quality infrastructure and" soft connectivity ", and are the common language and technical rules of global economic and trade cooperation. He emphasized the need to strengthen the linkage between departments, localities, and enterprises, and deepen the interconnection of quality infrastructure such as metrology, standards, and conformity assessment.

Liu Weidong stressed that the new situation faced by the joint construction of the "the Belt and Road" during the "15th Five Year Plan" should be viewed from the perspective of globalization mechanism, and pointed out that we should deal with the world disorder and stabilize and expand the "united front" to maintain the trade order based on the World Trade Organization; Strive to promote fair and free trade; Effectively promote inclusive globalization and make globalization benefit the weak. Meanwhile, the impact of physical artificial intelligence and embodied artificial intelligence on the regional division of labor in the manufacturing industry is foreseeable, but the degree of impact needs further research. Wang Wen, Dean of Chongyang Institute of Finance, Renmin University of China and Dean of Global Leadership Institute, pointed out that the relationship between the "the Belt and Road" research and global leadership is essentially a process of mutual construction of knowledge production and strategic capabilities. He said that this two-way interaction requires that the "the Belt and Road" research should build a knowledge system with both local positions and global perspectives, and transform regional insight into a fulcrum for shaping institutional power, normative power and discourse power. Lu Ruquan, President of the Economic and Technological Research Institute of CNPC, discussed the theory and practice of jointly building the "the Belt and Road" from the perspective of inclusive realism. He stated that inclusive realism, with "minimizing transaction costs" as its core tool, will continue to be applied in areas such as third-party market cooperation, three-dimensional security mechanism construction, new international order construction, and global energy governance in the future. Song Zhouying, a researcher of the Institute of Geographic Sciences and Resources of the Chinese Academy of Sciences, systematically analyzed the opportunities and challenges faced by the "the Belt and Road" economic and trade cooperation space, long-term strategic resource guarantee, and geo security environment, and emphasized the need to strengthen top-level design, strengthen national comprehensive research, and accelerate the construction of a global oriented, connectivity focused land sea intermodal transport network to promote better expansion of new resources and market space. Deep cultivation and meticulous work, long lasting achievements. Chen Wenling, former chief economist of the China International Economic Exchange Center, emphasized the need to immediately study the risks currently faced, as well as countermeasures and response measures; We should study the overall layout of jointly building the "the Belt and Road" in the next 10, 20 or even 50 years; We should make an argument for the joint construction of the "the Belt and Road" and explain its world value; To fully leverage the role of international organizations; To establish a specialized research team and systematically enhance research capabilities; We need to strengthen practical cooperation and personnel training. The "the Belt and Road High Quality Development Academic Forum" was jointly launched by 16 research institutions, think tanks and enterprises, including the Institute of Geographic Sciences and Resources of the Chinese Academy of Sciences, the Silk Road Planning and Research Center of the CPPCC National Committee, and ANSO in early 2022. Sun Fubao pointed out that facing the key node of the beginning of the "15th Five Year Plan", it is more necessary to gather global consensus through this platform to inject stronger intellectual support for the high-quality development of the "the Belt and Road".
