On February 10-11, the 2026 Chinese New Year Meeting between the Party Secretaries of Guangxi and Vietnam was held in Nanning. Chen Gang, Secretary of the Party Committee of Guangxi Zhuang Autonomous Region, held work talks with Guan Mingqiang, Secretary of the Guangning Provincial Party Committee, Huang Guoqing, Secretary of the Liangshan Provincial Party Committee, Pan Sheng'an, Secretary of the Gaoping Provincial Party Committee, Hou Aling, Secretary of the Xuanguang Provincial Party Committee, and Li Jinzhou, Secretary of the Haiphong Municipal Party Committee of Vietnam. They deeply implemented the important consensus reached between General Secretary Xi Jinping and Vietnamese Party and state leaders, shared friendly feelings, discussed cooperation plans, and sought mutual benefit and win-win results. Chinese Ambassador to Vietnam He Wei, Deputy Minister of the International Department of the Communist Party of China Chen Zhou, and Vietnamese Ambassador to China Fan Qingping attended the meeting and delivered speeches.

In his speech, Chen Gang shared three stories: "An Unforgettable Reception" - General Secretary of the Communist Party of Vietnam, Su Lin, warmly received the Guangxi delegation in February last year, "A Road to Connectivity" - from the "Ho Chi Minh Trail" and "Maritime Ho Chi Minh Trail" in the past to the current comprehensive connectivity, "an AI collaboration" - a series of exchanges and cooperation between China and Vietnam in the field of artificial intelligence. He pointed out that these are all microcosms of the continuous improvement and deepening of bilateral relations in the era. Chen Gang stated that Guangxi and Vietnam are connected by mountains and rivers, and have a close cultural connection. The traditional friendship has lasted for a long time, and exchanges are very close. Guangxi's development cannot be separated from open cooperation with Vietnam, and the cooperation between Guangxi and the five provinces and cities in Vietnam is the most vivid, concrete, and down-to-earth practice of promoting the implementation of the comprehensive strategic partnership between China and Vietnam at the local level. Looking back, the New Year's Meeting of Party Secretary has gone through a wonderful decade, making significant contributions to promoting "hard connectivity," "soft connectivity," and "heart connectivity" between China and Vietnam; Looking ahead to the future, the New Year's Meeting of Party Secretary will usher in a new golden decade. Standing at a new starting point, Guangxi is willing to work closely with the five provinces and cities of Vietnam to implement the important consensus reached by the top leaders of the two parties and countries, continue to work hand in hand, inherit friendship, deepen mutual trust, further expand cooperation areas and improve cooperation level on the existing good foundation, continue to close friendly exchanges at all levels, continuously deepen practical economic and trade cooperation, continue to accelerate infrastructure interconnection, comprehensively expand the field of artificial intelligence cooperation, effectively strengthen border management cooperation, create new achievements, and jointly inject more local momentum and contribute more practical results to the construction of a strategically significant China Vietnam community with a shared future.

The attending parties had frank and in-depth exchanges, comprehensively summarized and reviewed the cooperation achievements of the past year, and put forward targeted opinions and suggestions for the next step of work. All parties unanimously agree that 'the friendship between China and Vietnam is deep, and comrades are brothers'. We should uphold the traditional friendship established by the older generation of leaders, further strengthen exchanges and cooperation, walk our respective modernization paths, achieve mutual benefit and win-win results, and benefit the people of both countries. All parties unanimously expressed that in the context of the continuous deepening of friendly cooperation between China and Vietnam, practical cooperation among the six provinces and cities in the six regions has enormous potential and broad space. We will jointly implement the important consensus reached by the top leaders of the two parties and countries in China and Vietnam, strengthen unity and friendship in accordance with the overall goal of the "six updates", continue to deepen practical cooperation in areas such as connectivity, port construction, economic and trade investment, industrial cooperation, cross-border tourism, and cultural exchanges, and create a new chapter of practical cooperation among the six provinces and cities with specific cooperation plans and solid construction achievements, and jointly serve the construction of a strategically significant China Vietnam community with a shared future.

During the meeting, all parties jointly signed cooperation documents such as the "Minutes of the 2026 New Year Meeting between the Party Secretaries of Guangxi, China and the five provinces and cities of Guangning, Langshan, Gaoping, Xuanguang, and Haiphong in Vietnam". All parties also held the 17th meeting of the Joint Working Committees of Guangxi, China and five provinces and cities in Vietnam, further promoting the implementation of the cooperation consensus reached at the New Year's meeting of the Party Secretary. Guangxi, China and Guangning, Vietnam jointly launched the construction of the China Dongxing Vietnam Mangjie Smart Port project.

During the meeting, Chen Gang met with Guan Mingqiang, Huang Guoqing, Pan Sheng'an, Hou Aling, and Li Jinzhou respectively, and exchanged views on implementing the important consensus reached by the top leaders of the two parties and countries in China and Vietnam, promoting friendly exchanges and pragmatic cooperation in various fields, and achieving new results.

After the meeting, all parties issued a joint press release.
