According to the plan, Kazakhstan will mandate the implementation of Building Information Modeling (BIM) technology from 2026, and all new residential and commercial projects must use BIM for design, construction, and operation. At the same time, the country will use the E-Qurylys e-government system to automate the entire project approval process, and establish a building digital passport with 18 unique UNO identification codes for each building. The building code provisions will be converted into machine-readable standards, and AI will scan the BIM model for compliance.

This digital reform directly targets the three major pain points that have long existed in the post Soviet space: corruption, inefficiency, and security risks. Through the precise calculation of BIM models, regulatory agencies can easily compare material procurement data and effectively curb false reporting and claims; Automated approval will significantly reduce the space for human operation; The digital passport system provides strong regulatory support for urban development in earthquake prone areas.

With BIM technology becoming a market entry barrier, Chinese overseas enterprises are facing multiple opportunities. In the field of engineering general contracting, China State Construction Engineering Corporation, China Railway Group, and other companies have already undertaken landmark projects in Harbin. Enterprises with mature BIM teams will have an overwhelming advantage in project bidding.
