Kazakhstan's Ambassador to China Nureshev stated in an exclusive interview with Beijing Daily that the decisions made by China's two sessions have significant practical significance for Kazakhstan as a permanent comprehensive strategic partner. Kazakhstan attaches great importance to China's Two Sessions and believes that the "15th Five Year Plan" reflects China's new positive development direction, which means more opportunities for cooperation.
Two sessions establish overall framework for bilateral cooperation
We pay special attention to this year's National People's Congress and Chinese People's Political Consultative Conference. The two conferences have always determined the strategic direction of China's development and measures to enhance people's well-being. "Nureshev said that for Kazakhstan, as China's permanent comprehensive strategic partner and friendly neighbor, the decisions made by the two conferences have important practical significance - they have established an overall framework for bilateral economic cooperation, infrastructure project docking, and regional cooperation.

He focuses on issues such as China's economic growth, high-tech development, digital economy, green transformation, and the development of western regions including Xinjiang Uygur Autonomous Region. China's relevant measures to further expand opening up and promote the the Belt and Road Initiative are also of great significance.
This year marks Nureshev's fourth year as Ambassador to China for the second time. He stated that he has attended the two sessions multiple times, and the highly organized and disciplined nature of the meetings, as well as the depth of topic discussions, have left a deep impression on him every time. The connection between the strategic decisions made at the Two Sessions and the actual tasks in various regions, as well as the long-term planning perspective, is particularly noteworthy.
Kazakhstan is pushing for a constitutional reform agenda and plans to hold a nationwide referendum on the new constitution draft on March 15th. Nureshev said that Kazakhstan sees this stage as an important continuation of consolidating the national governance system, expanding citizen participation in decision-making, and building a more open and responsible political system. The modernization processes of Kazakhstan and China have their own characteristics, but both are committed to building a sustainable development system and continuously improving the quality of people's lives.
China's Transformation from World Factory to World Market
This year marks the beginning of China's 15th Five Year Plan, and the review and discussion of the draft outline of the plan by the two sessions have attracted much attention. Nureshev said that the recommendations of the 15th Five Year Plan adopted at the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China held in October 2025 clearly outline China's policy direction in high-level opening up and comprehensively deepening reform, and emphasize that adhering to openness and cooperation, mutual benefit and win-win results are the inevitable requirements of Chinese path to modernization. The 15th Five Year Plan reflects China's transformation towards a new international integration model, not only focusing on participating in the global market, but also committed to participating in the formulation of new global rules.
In the past, the outside world understood China's opening up to the outside world as attracting foreign investment into the manufacturing and technology fields, expanding commodity exports. Now, China is gradually transforming from a world factory to a world market. "Nureshev said that China is also gradually shifting its focus in international trade from tariffs and non-tariff barriers to the coordination and unification of regulatory rules, which means further reform of trade and industrial policies, as well as adjusting norms in areas such as intellectual property protection, ecological environment standards, and artificial intelligence regulation.
He said that as a permanent comprehensive strategic partner, Kazakhstan is willing to actively support China in promoting mutual opening up, promoting bilateral and multilateral trade development, expanding investment cooperation initiatives, and jointly promoting high-quality cooperation under the the Belt and Road Initiative.

Continuous deepening of cultural exchanges
Nureshev said that China has always been one of Kazakhstan's largest trading and investment partners. By 2025, the bilateral trade volume will reach 48.7 billion US dollars, a year-on-year increase of 11%; The railway freight volume was 35.6 million tons, a year-on-year increase of 11.1%, both reaching historical highs. We believe that by 2026, bilateral trade is expected to steadily break through new historical milestones and continue to move towards the goal of doubling trade volume set by the leaders of both countries.
In the first three quarters of 2025, China's direct investment in Kazakhstan reached 2.6 billion US dollars, a year-on-year increase of over 262%. Kazakhstan welcomes the systematic growth of China's long-term investment in the economy of Kazakhstan and the creation of high value-added products.
The cultural exchanges between the two countries are also constantly deepening. He listed that in September 2025, the Kazakhstan Cultural Center will be unveiled in Beijing; More than 6000 Kazakhstani students are studying in Chinese universities, and over 3000 Chinese students are studying in Kazakhstani universities; After the Kazakhstan China Tourism Year in 2025, the Kazakhstan China Cultural Exchange Year in 2026 is highly anticipated.
Having witnessed China's tremendous changes for over 20 years in China, Harbin draws on China's development experience
As a senior diplomat, Nureshev has spent a total of over 20 years in China. He said that he has witnessed the appearance of China at different stages of development, seen the changes that have occurred in different regions, and the gradual improvement of people's living standards.
Since assuming the post of ambassador to China again, Nureshev has visited major cities in China, including Urumqi and Kunming in the west, as well as cities in more remote areas such as Xizang and Qinghai. In his eyes, each city showcases the richness and diversity of contemporary China in its own way.

The most impressive thing is that China's development is tangible at all levels. This is reflected in urban layout: convenient transportation, clean and tidy streets, well-designed public spaces, convenient services, and attention to the comfort of families, elderly groups, and residents. "Nureshev admitted that in many parts of China, it is evident that urban infrastructure is truly built around people. Many changes are directly reflected in residents' daily lives, from modes of transportation and access to public services to the organizational forms of urban spaces. With the advent of digital solutions and artificial intelligence, everything has become convenient and commonplace.
The ambassador to China stated that the measures taken by China to improve people's livelihoods demonstrate a highly systematic and long-term approach. In the past few decades, China has made significant achievements in poverty reduction, building a moderately prosperous society, developing infrastructure, and modernizing education and healthcare systems.
