The Fourth Session of the 14th National People's Congress opened in Beijing. As the starting year of the 15th Five Year Plan, this year's Two Sessions have made the wind power industry an important topic. The government work report and proposals from representatives and committee members clearly point out that wind power should not only expand in quantity, but also improve in quality, and will become the core engine for building a new type of power system and building an energy powerhouse.

The leap from installed capacity to system value

The government work report emphasizes the need to vigorously develop renewable energy such as wind power and promote the green and low-carbon transformation of the energy structure. This is not only about pursuing the growth of installed capacity, but also requires wind power to play a more stable and flexible role in the power system.

Technological innovation is fundamental. The two sessions emphasize technological self-reliance and self-improvement, which is reflected in the field of wind power. In terms of large capacity units, models above 16MW will become the main force in deep and offshore areas, and 35MW level test units are already being tested domestically; In terms of the localization of key components, we will push the localization of wind power main bearings to break through the last mile; In terms of intelligence, utilizing AI big models for wind turbine control, operation and maintenance warning, and improving power generation efficiency and reliability.

The market mechanism is the guarantee. The two sessions continue to deepen the direction of market-oriented reform in the electricity industry. Zhejiang Province has issued detailed rules to promote the comprehensive entry of new energy into the electricity market, ensuring reasonable project returns through the design of mechanism electricity prices, and providing reference samples for the whole country.

During the discussions at the Two Sessions, challenges were also faced: in terms of consumption and system stability, it is necessary to accelerate the construction of ultra-high voltage transmission channels, energy storage facilities, and flexible power grids, and enhance the friendliness of wind power grids; In terms of industrial chain resilience, ensuring supply chain security will accelerate the localization and substitution of wind power bearings, high-end materials, and other links; In terms of international competition, enterprises need to enhance their compliance and localization capabilities, and the country should provide diplomatic and legal support.
