In March 2026, a public announcement from the Guangdong Provincial Public Resource Trading Center once again highlighted the sea surface 42 kilometers south of Gaolan Island in Zhuhai. When the news of China Energy Engineering Group Guangdong Electric Power Design and Research Institute Co., Ltd. winning the bid for the survey and design of the Zhuhai Gaolan Second Sea Wind Power Project for about 437 million yuan came out, another sea area deep in the South China Sea also echoed - China Energy Engineering Group Zhongnan Survey and Design Institute Co., Ltd. won the Zhanjiang Xuwendongyi project for about 353 million yuan. The investment scale of nearly 8 billion yuan in two major offshore wind power projects is pushing Guangdong's offshore wind power territory further and deeper into the sea.

Zhuhai Gaolan advances into the deep sea
China Energy Engineering Guangdong Institute has won the bid for the Zhuhai Gaolan II project. The site is located in the waters south of Gaolan Island and Hebao Island, 42 to 53 kilometers away from the shore, with a water depth of 30 to 37 meters. It is a typical deep-sea site. The project plans to install 500 MW of wind turbines, with 36 units of 14 MW wind turbines, and the construction of a 500 kV offshore booster station and onshore centralized control center. After completion, the annual grid connected electricity will be about 1.452 billion kilowatt hours, saving about 437900 tons of standard coal and reducing carbon dioxide emissions by about 1.16 million tons annually, injecting strong momentum into the energy transformation of the Greater Bay Area.
Zhanjiang Xuwen Cluster makes efforts
China Electric Power Construction Central South Institute won the bid for the Zhanjiang Xuwen East 1 project. The site is located in the eastern sea area of Xuwen County, 33 to 41 kilometers away from the shore, with an area of approximately 29 square kilometers. The project has a planned capacity of 400 megawatts and plans to install 29 14 megawatt wind turbines, along with the construction of a 220 kV offshore booster station. After production, it is expected to deliver approximately 1.365 billion kilowatt hours of green electricity annually, which is equivalent to saving about 420000 tons of standard coal and reducing carbon dioxide emissions by about 1.11 million tons. The carbon reduction benefits are equivalent to planting 20 million trees, which is of great significance for the green development of the Leizhou Peninsula. Two sections totaling nearly 8 billion
The total winning amount of the survey and design contracts for the two major projects is nearly 800 million yuan, and behind it is the blueprint for deep-sea development with a total investment of nearly 8 billion yuan. The Zhuhai Gaolan II and Zhanjiang Xuwendongyi projects have a total installed capacity of 900 megawatts and generate nearly 3 billion kilowatt hours of clean electricity annually, marking a solid step towards deep offshore, high-capacity, and clustered offshore wind power in Guangdong. With the launch of survey and design work, blueprints are being transformed into construction drawings, and the winds in the South China Sea will accelerate their transformation into green energy driving high-quality development.Editor/Gao Xue
