Offshore wind power is becoming the core track for energy transformation in China's coastal provinces and a key lever for implementing the dual carbon goals. In mid March 2026, the Zhejiang Provincial Development and Reform Commission released the list of the first batch of major construction projects worth trillions of yuan for the year. Eight offshore wind power projects were unveiled, with a total installed capacity of 3480MW, covering the two coastal core areas of Taizhou and Zhoushan. They were jointly developed by multiple leading energy companies, and high-capacity high-end wind turbines were fully applied. This article is based on official websites and authoritative media data, comprehensively sorting out the project details and interpreting its profound significance for the new energy industry in Zhejiang and across the country.

Core policy release

On March 18, 2026, the Zhejiang Provincial Development and Reform Commission officially issued the "Implementation Plan for the First Batch of Major Construction Projects in 2026 to Expand Effective Investment in Zhejiang Province's' Thousand Trillion 'Projects" and supporting notices. In the key investment layout of the province, there are a total of 10 wind power projects, covering three major categories: offshore wind power, provincial packaging, and deep sea supporting facilities. Among them, the installed capacity of core offshore wind power projects has exceeded 3480MW, marking the substantial implementation stage of Zhejiang's "Wind and Solar Doubling Plan" and the construction of a new energy system. These provincial-level major projects will receive key resource guarantees, promoting the development of offshore wind power clusters along the eastern coast of Zhejiang into a new stage.

Project scale and layout

The structure of the 10 wind power projects announced this time is clear, including 8 independent offshore wind power projects, 1 province wide wind power packaging project, and 1 deep-sea homeport supporting project. The total installed capacity of the core offshore wind power sector is 3480MW, concentrated in Taizhou and Zhoushan, covering county-level sea areas such as Yuhuan, Linhai, Wenling, Putuo, Shengsi, etc. The layout is balanced and in line with the advantages of wind energy resources. Unlike scattered projects, this is a high-capacity benchmark project, and the unit selection is in line with the industry's trend of high-power and far-reaching development, balancing efficiency and economy.

Core details of the eight major projects

Yuhuan No.2 offshore wind power project: The owner unit is China Huaneng, located in the sea area of Yuhuan City, Taizhou. The total installed capacity is 508MW, and it is planned to configure 6 single 18MW and 25 single 16MW wind turbines. It is the benchmark project with the highest single capacity in this project.

Datang Linhai No.1 offshore wind power project: The owner unit is China Datang Group, located in the sea area of Linhai City, Taizhou, with a total installed capacity of 500MW. It is planned to install 36 single unit 14MW wind turbines, with a large-scale layout that conforms to the standards of offshore wind power development.

Wenling No.1 offshore wind power construction project: The owner unit is Shanghai Electric, located in the eastern sea area of Wenling City, Taizhou, with an installed capacity of 504MW. It is planned to be equipped with 36 single unit 14MW wind turbines, forming a contiguous layout with the Wenling No.2 project in the same area.

Wenling No.2 offshore wind power construction project: The owner unit is Shanghai Electric, located in the eastern sea area of Wenling City, Taizhou, with an installed capacity of 504MW. It is also equipped with 36 single unit 14MW wind turbines to help Taizhou build a centralized offshore wind power development zone.

Zhoushan Putuo 2 # Offshore Wind Farm Project: The owner unit is Zhejiang Energy Group, and the site is located in the southeast sea area of Liuheng Island, Putuo District, Zhoushan. The installed capacity is 408MW, and it is planned to install 34 single 12MW wind turbines, which are suitable for the development conditions of the offshore waters of Zhoushan.

Shengsi 1 # offshore wind power project: The owner unit is China General Nuclear Power Corporation, and the site is located in the southwest sea area of Tanhushan Island, Shengsi County, Zhoushan. The installed capacity is 396MW, equipped with 24 single unit 14MW and 5 single unit 12MW wind turbines. The model matching takes into account both resources and construction conditions.

Shengsi 3 # and 4 # offshore wind power projects: The owner unit is China Energy Construction, and the site is located in the Wangpanyang sea area of Hangzhou Bay, Shengsi County, Zhoushan. The total installed capacity is 408MW, and it is planned to install 28 single 9MW and 13 single 12MW wind turbines, focusing on the refined development of regional wind energy resources.

Shengsi 7 # offshore wind power project: The owner unit is China General Nuclear Power Corporation, and the site is located in the northern sea area of Xiaoyangshan Island, Shengsi County, Zhoushan. The planned installed capacity is 252MW, equipped with 18 single unit 14mW wind turbines, which is an important supplement to the wind power layout in the Shengsi area of Zhoushan.

Industrial and technological significance

The concentrated landing of the 3480MW project is a dual breakthrough in industrial layout and technological upgrading. Regionally, Taizhou and Zhoushan are simultaneously making efforts to link up with deep-sea homeports, build a complete industrial system of development and guarantee, and help Zhejiang become an important offshore wind power base in the country.
