The Abay region of Kazakhstan plans to build the city of Kurshatov into a specialized scientific city, and has issued a comprehensive medium and long-term development plan from 2027 to 2035, to support the implementation of a special construction plan from 2025 to 2029. The total investment of the project is 1.1 trillion teng, enabling industrial upgrading through scientific and technological innovation, deepening the integration of science and education with the economy, and supporting the diversified and high-quality development of the local economy.

The relevant planning workshop was held in Semedou, where the IAEA, the competent Department of Science and Education and the National Academy of Sciences assessed the details of the project construction, investment financing and implementation. The construction of this science city is promoted in accordance with the publication of the National President and officially included in the framework of the Regional Strategy for the Intensive Development of Knowledge in Kazakhstan for 2035.

The city of Korchatov has a complete base of scientific research apparatus, with a national center of nuclear energy, an industrial park for nuclear technology, research reactors, professional laboratories, and tokamak apparatuses located within its borders, providing a unique advantage in building high-tech innovation heights. The special plan for 2025-2029 includes 76 major projects, including a 700 MW self-owned power plant, a coal chemical integration base, and the upgrading and conversion of comprehensive infrastructure. After the implementation of the project, more than 6,000 new jobs are expected to be created.

At present, the upgrading of the local lighting road network and communication network has been completed, and the renovation projects of residential buildings, cultural and sports facilities and transport stations are being put forward in an orderly manner. After the meeting, the local government improved the planning plan and increased investment attraction and professional talent cultivation efforts.

Kazakhstan is currently accelerating its structural economic transformation, with a focus on developing knowledge-intensive emerging industries.
