On April 17, 2026, Samruk Energy, the national energy group of Kazakhstan, held talks with CWE to conduct in-depth consultations on the implementation of the Kazakhstan pumped storage power station project. Based on existing cooperation, they focused on key implementation links, helped upgrade local energy infrastructure, and continued to unleash the potential of China Kazakhstan energy cooperation.

Both parties negotiate to advance the project
During the meeting, Kairat Maksutov, CEO of Samruk Energy, and the General Manager of CWE exchanged views on topics such as project preparation, technical solutions, regulatory system optimization, and cooperation model construction. Both sides expressed their intention to continue constructive dialogue, coordinate and optimize the allocation of project implementation resources, and clear obstacles for the implementation of the project. It is reported that as early as March 6, 2025, the two sides signed a cooperation agreement for Kazakhstan's first pumped storage power plant project, laying a solid foundation for this in-depth consultation.
Hydroelectric potential to be unleashed
Kazakhstan has abundant hydropower potential, but the construction of pumped storage power stations is still in its early stages and urgently requires mature technical support and financial investment. This type of large-scale infrastructure project has high requirements for improving relevant legislation and building a reasonable investment return mechanism, which is also the core focus of this bilateral consultation.
