A pumped storage power station with an investment of about 12.027 billion yuan is moving from the blueprint to the construction site in Linkou County, Mudanjiang City, Heilongjiang Province. The construction supervision service for the main project of Linkou Jiantang Pumped Storage Power Station has recently started bidding, and the bidder is Heilongjiang Jiantang Pumped Storage Co., Ltd. The project has been approved by the Development and Reform Commission of Heilongjiang Province (Hei Fa Gai Dian Dian [2024] No. 1000), with a registered amount of 1202699.18 million yuan and an installed capacity of 1800MW. It is a first-class large-scale (1) project.

The preliminary work is fully underway

The early stage of the project is progressing at a tight pace, with various approvals and tenders being implemented one after another. In November 2024, the government of Heilongjiang Province issued a notice prohibiting the construction of new projects in the occupied land and submerged areas for engineering projects; In February 2026, the Linkou County Government signed a resettlement agreement with the Provincial Construction Investment Group, and during the same period, the resettlement supervision and evaluation completed the public announcement of the winning candidate; From February to March, the EPC general contracting of the construction power supply 66 kV transmission and transformation project was completed and announced for bidding. It is planned to be put into operation in September 2026, and the "electricity" problem will be solved first; The public bidding for survey and design started in March, and on March 20th, the Provincial Department of Ecology and Environment officially approved the environmental impact assessment and agreed to the project construction. From approval to environmental impact assessment implementation, it took less than 16 months.

1.8 million kilowatts of installed capacity

The power station is located in Linkou County, about 46 kilometers away from the county seat, 132 kilometers away from Mudanjiang City, and 275 kilometers away from Harbin City. The upper reservoir dam site is located at the head of Xiaohuanggou, a tributary of the northwest Leng River, and the lower reservoir dam site is about 1.5 kilometers upstream of Hongye Village on Hongqigou River, a tributary of the Ushun River. The total construction period is 78 months. The hub consists of an upper reservoir, a lower reservoir, a water conveyance system, a group of underground factory chambers, and a ground switch station, which achieve energy storage and release by relying on the difference between the upper and lower reservoirs. By the end of 2025, the peak shaving gap of Northeast China Power Grid is about 12 million kilowatts, and the installed capacity of pumped storage only accounts for 3.2% of the total installed capacity of power sources in Heilongjiang. After the completion of Linkou Jiantang Power Station, it will undertake tasks such as peak shaving and valley filling, frequency and phase modulation, and emergency backup, which is of great significance for enhancing the flexibility of the power grid and supporting the large-scale integration and consumption of new energy.Editor/Cheng Liting
