As 58 14 megawatt offshore wind turbines are about to emerge in the northern Bohai Sea, the clean energy landscape along the western coast of Liaoning Province has added another crucial puzzle. On May 11, 2026, the first environmental impact assessment public announcement was released for the 800000 kilowatt offshore wind power project of China General Nuclear Power Corporation's Huludao. All core construction parameters, investment scale, and construction period of the project were made public. The project is located in the southwestern sea area of Suizhong County, Huludao City, with an actual total installed capacity of 812 megawatts. It is planned to deploy 58 wind turbines, with a single unit capacity of 14 megawatts, which belong to large capacity offshore wind turbines and are suitable for the large-scale power generation needs of nearshore waters.

7.2 billion yuan investment landing

The total investment of the project is 7.219 billion yuan, and the construction period is fixed at 24 months. The construction unit is China General Nuclear Power New Energy (Huludao) Co., Ltd. The early stage of the project has a clear pace of progress. It passed the local competitive configuration review in January 2025 and completed the geological survey of the sea area in April. This environmental impact assessment announcement marks that the project has officially entered the critical stage of approval and landing. The project will construct a new 220 kV offshore substation, along with 12 sets of 66 kV collection cables and 3 sets of 220 kV transmission cables. The power generation process will be standardized and clear.

Large capacity fan scale application

The actual total installed capacity of the project is 812 megawatts, which belongs to a large-scale offshore wind power construction project. The supporting infrastructure is synchronously planned and constructed. After the wind turbines generate electricity, it is collected through 12 66 kV power collection submarine cables, and then collected into the sea to boost the voltage to 220 kV at the offshore boosting station. It is then sent out through 3 220 kV submarine cables, and after landing, it is transferred to the onshore cable and connected to the onshore centralized control center. The large-scale application of large capacity wind turbines can improve the efficiency of wind energy utilization in the Bohai Sea and expand the supply of clean electricity in Liaoning Province. Empowering Liaoning's industrial upgrading

As a key offshore wind power project in Huludao City, this project has multiple industry values. The project aims to improve offshore power infrastructure such as submarine cables and booster stations, and optimize the wind power grid connection system in the western Liaoning sea area. The project construction will drive the development of upstream and downstream industries such as marine engineering, submarine cable manufacturing, and wind power operation and maintenance, and help build a new energy industry cluster along the Liaoning coast, consolidating the foundation for the transformation of offshore energy in Northeast China.
