During the rainy season in Port Vila, after a sudden rain, the roads in the central business district were covered in puddles, causing vehicles to slow down and navigate around, while pedestrians cautiously passed by leaning against the eaves. For the capital of this South Pacific island nation, damaged roads, aging roadbeds, and poor drainage are common occurrences that many people face every day when they go out. After a strong earthquake struck at the end of 2024, this normalcy became even heavier. It is in this context that a long-awaited piece of good news is coming from here.

From document exchange to implementation

On January 7, 2026, Chinese Ambassador to Vanuatu Li Minggang and Vanuatu Prime Minister Napat jointly signed an intergovernmental project proposal for the upgrading and renovation of the Port Vila Road in Vanuatu. Prime Minister Napat stated that the upgrading and renovation of the roads in Port Vila will enhance the country's image and promote the economic and social development of Vanuatu.

Afterwards, the project entered the fast lane. China Electronics Engineering Design Institute Co., Ltd. is responsible for project management tasks and has dispatched a professional team to conduct a one month on-site inspection in Vanuatu, surveying road conditions and collecting technical data one by one. On August 10th, the signing ceremony of the minutes of the professional inspection meeting was held in Port Vila. The Director General of the Infrastructure and Public Utilities Department of Vanuatu, Volyk, attended and delivered a speech. The project achieved a key leap in technology and management.

On the day of signing the contract

On September 18, 2026, Director Zhang Guanbin of the International Economic Cooperation Bureau of the Ministry of Commerce led a joint inspection team to visit Vanuatu's Minister of Infrastructure and Public Utilities, Hali, during their work in Vanuatu to discuss the progress of aid projects and the need for cooperation from Vanuatu.

After the meeting, both sides signed an implementation agreement for the aid to Vanuatu's Port Vila road upgrade and renovation project, and conducted on-site inspections of key engineering repair projects, customs inspection equipment and materials projects, etc. Ambassador Li Minggang and Counsellor Chen Zongwei from our embassy in Vanuatu participated in the above-mentioned activities. A clear construction blueprint has been established based on the previous exchange of documents, survey, and consensus through a single agreement.

Benefiting thousands of households

The project is organized, implemented, and supervised by the International Economic Cooperation Affairs Bureau of the Ministry of Commerce. The construction content involves upgrading and renovating 19 roads with a total length of approximately 12.29 kilometers in the urban area of Port Vila.

Port Vila is the capital and largest city of Vanuatu, as well as the country's aviation, maritime, and tourism hub, with tourism being the country's largest source of foreign exchange earnings. Previously, the Vanuatu side evaluated that the project is a people's project and friendship project that benefits thousands of households in Port Vila. It is of great significance to enhance the appearance of the capital city, improve the quality of life of the people, and improve the urban functional system.
