On August 12, the Hunan Provincial Department of Transportation issued the "Fourteenth Five-Year Plan for Transportation Development (Highways, Waterways)". The main lines of the 25 provincial toll stations were completely removed, grid-connected switching and charging policy adjustments were completed on schedule, and the total number of ETC users exceeded 7 million. The "Two Passengers" Intelligent Supervision System went online for trial operation, and the "Two Passengers One Danger" operating vehicle satellite positioning vehicle terminal access rate reached 100%.

During the "14th Five-Year Plan" period, the total investment in highway and waterway construction in Hunan Province was 500 billion yuan. Among them, 300 billion yuan was invested in expressways, 80 billion yuan in ordinary national and provincial roads, 47 billion yuan in rural roads, 50 billion yuan in inland water transport, and 23 billion yuan in road transport stations. It is planned that by 2025, approximately 2,100 kilometers will be added to the expressway, 9,000 kilometers will be opened to traffic, and 10,000 kilometers will be strived to be opened. During the "14th Five-Year Plan" period, the total investment in the construction of ordinary national and provincial trunk lines was 80 billion yuan, with a total construction scale of 8,328 kilometers (1990 kilometers of national highways, 5,500 kilometers of provincial highways, and 838 kilometers of important economic trunk lines).
