On August 26, 2021, the Seventh Engineering Bureau of China Water Resources and Hydropower won the bid for the Sichuan Yalong River Kara Hydropower Project. The planned dam crest elevation is 1995.00m, the normal storage level is 1987.00m, and the total investment is 7.6 billion yuan.

Kara Hydropower Station is the seventh stage of the seven-stage development in the middle reaches of the Yalong River. It is about 33km away from Yangfanggou Hydropower Station and 60km away from Jinping I Hydropower Station below. The distance between the dam site of the power station and Xichang by highway is about 202km, and the distance from Muli County is about 124km. Kara Hydropower Station is a second-class (2) type project. The main buildings of the project hub are composed of water retaining structures, flood discharge and energy dissipation structures, and water diversion and power generation systems. The water retaining structure adopts a roller compacted concrete gravity dam, the flood discharge and energy dissipation structure is the surface of the dam body, the middle hole + the stilling pool behind the dam, the flood discharge structure is arranged on the dam body, and the energy dissipation structure is arranged behind the dam; water diversion and power generation system It is arranged on the right bank of the river, the underground powerhouse adopts the first development method, and the exit of the tailrace tunnel is arranged on the upstream of the landslide body in Shangtian Town. The development task of Kara Hydropower Station is power generation. The total installed capacity of the power station is 1,020MW, and 4 255MW vertical-shaft Francis turbine generator sets are installed.

The project is scheduled to start on October 1, 2021, and the river will be closed before November 15, 2024. The first unit will be put into operation before March 31, 2029.
