The Vietnamese government will spend $3.8 billion to build a highway around the capital Hanoi. Ring 4 will encircle the city for 113 kilometers, connecting Hung An province in the south and Bac Ninh province in the northeast. It will consist of a combination of public-private partnerships and direct public investment.

The city council has announced $1.4 billion in funding for the program over the next four years. Private sector investors are expected to contribute $1 billion, with the state paying the rest. Public finances will take the form of bonds, repaid through the sale of public land, the value of which will be raised through roads.

The project will consist of 4 lanes with a total width of 17m and an average speed of 80km/h. There will also be a two-lane parallel road with a width of 12m.
