On June 23, 2022, the Sichuan Provincial Public Resources Trading Information Network released the announcement of the winning bid for the Wulong District Fairy Mountain Carbon Neutral Scenic Spot and supporting projects. The consortium of the Seventh Bureau Group Co., Ltd. and China Railway Eighth Bureau Group Co., Ltd. won the bid with a bid amount of 6.76 billion yuan. The total investment of the project is about 6.985 billion yuan.

Project Overview

The project involves 4 streets in the whole district, namely Fengshan Street, Furong Street, Xiannvshan Street, Yangjiao Street, and 10 towns, namely Tongzi Town, Huolu Town, Jiangkou Town, Changba Town, Baima Town, Yajiang Town, Pingqiao Town, Heshun Town, Shuanghe Town, Fenglai Town, 12 townships, namely Huangying Township, Houping Township, Jielong Township, Land Township, Canggou Township, Shiqiao Township, Haokou Township, Wenfu Township, Zhao Township Hometown, Baiyun Township, Dadonghe Township, Miaoya Township.

The project will build the 35,085-mu Fairy Mountain Scenic Spot and the 2,400-mu Yunshang Lianqiao Scenic Spot into sustainable carbon-neutral scenic spots. It mainly includes 5 sub-projects, as follows:

Wulong District Fairy Mountain Small Train Scenic Route Phase I Project: Wulong District Fairy Mountain Small Train Scenic Route project is divided into two phases, the first phase is included in this project package for overall planning, and the second phase is promoted in a timely manner depending on the actual situation. The first-phase line of the project starts from Wulong South Station of Yuxiang High-speed Railway to Fairy Mountain Stadium. The total length of the line is about 24.60 kilometers. There are 9 stations, 3 reserved stations, and one section. The vehicle base is connected to Xiannvshan Gymnasium Station and is located in the southwest of Xiannvshan Gymnasium. The storage yard is connected to the right line of the main line on the east side of Danang Station, and is located in the west of the Laopan River Mouth. The total length of the single line is 1.60 kilometers. The mountain rack system is adopted, and the bridge-to-tunnel ratio is 49.4%.

The forest quality improvement project in Wulong District: First, to implement strip (replacement, thinning, replanting, afforestation under the canopy, adjust the stand structure and support system construction of about 20,000 mu of forest in Fairy Mountain Scenic Area. About 1,562,500 mu of eligible arbor forests will be developed for forestry carbon sinks.

G353 Zhongzui to Yuxiang Expressway Double Line Wulong South Toll Station Connection Line Change Phase I Project: The project starts from the first turn of S205 Wuxian Road and ends at the Yuxiang Expressway double line Wulong South Interconnection Line. The project is a secondary highway, with a length of 8.76km, a design speed of 40km/h, a subgrade width of 8.5m, using asphalt concrete pavement, with 440m/1 tunnel, 380m/1 extra-large bridge, 535.5m/3 bridge, medium The bridge is 168 meters / 2, the route plane crosses 6 places, and 19 new culverts are built. A gas station covering an area of about 1,500 square meters will be built.

Wulong District Yunshang Lianqiao Cultural Industry Project. New Fairy Mountain Visitor Center and Museum, Baima Mountain Station House, Chaotianwang Reception Center, Hotel, Market, etc. with a total construction area of 44,800 square meters; construction of a cableway of Yunshanglian Bridge; construction of a circular glass trestle bridge, cliff Ferris wheel, cliff roller coaster, Cliff slides, high-altitude cycling tracks, Tianxin Love Nest, Crystal Dragon Palace, Sky Walk and other amusement facilities, purchase amusement equipment; build car roads, pedestrian roads, parking lots, squares, ecological gardens, wedding photography bases, etc., and improve related supporting facilities.

The parking lot operation project of Wulong Fairy Mountain Scenic Spot. Operation Fairy Mountain Scenic Area currently has seven temporary parking lots, including Fairy Mountain Street Tourist Center, Outdoor Sports Center, Water Ladder, Indoor Ski Resort, Impression Wulong, and Furongdong Scenic Spot Reception Center. The total investment amount of the project: 6,985,792,800 yuan.

The cooperation period of this project is 30 years, including the first phase project of Wulong District Fairy Mountain Small Train Scenic Route, Wulong District Forest Quality Improvement Project, G353 Zhongzui-Yuxiang Expressway Double Line Wulong South Toll Station Redirection Phase I Project, Wulong District District Yunshang Lianqiao Cultural Industry Project has a construction period of 4 years and an operation period of 26 years; the forestry carbon sink development period is 4 years and the operation period is 26 years; the parking lot operation project of Wulong Fairy Mountain Scenic Area: the operation period is 26 years .
