Following Jihongtan Reservoir, Qingdao will add another large regulation and storage reservoir. On the morning of December 5, 2022, at the construction site of the Guanlu Reservoir in Jiaozhou City, Qingdao held a meeting to promote the construction of the Guanlu Reservoir. The construction of the main dam enclosure project of the Guanlu Reservoir, which is an important node project of the national water network, the largest rainwater and flood resources and the comprehensive regulation and storage reservoir for passenger water diversion in Jiaodong Peninsula, was fully started.

It is reported that the Guanlu Reservoir is located at the lower reaches of the Ink River in the northwest of Jiaozhou City, Qingdao, and is built on the basis of the abandoned Guanlu Reservoir. In January 2022, the preliminary work of Guanlu Reservoir Project was officially started, and 69 tasks were completed in 10 months. The planned total storage capacity of the reservoir project is 211 million cubic meters, which belongs to a large (II) reservoir. The project covers an area of about 20287 mu, with a total estimated investment of about 9.15 billion yuan. The project includes dam enclosure, inbound pump station, outbound pump station, flood discharge cavity, channel diversion of Ink River and Shunxi River, connection project from the Yellow River to Qingdao, management facilities and information engineering.

The construction of modern water network is related to the overall situation of economic and social development, and its contribution lies in the present age and benefits in the future. Guanlu Reservoir is an important regulation and storage project of the East Line of the South to North Water Transfer Project planned by Shandong Province, an important node of the national water network, and a key backbone project to build the "multi-channel transmission, multi reservoir regulation and storage" passenger water diversion system in Qingdao. According to the project task, in the near future, it is to regulate and store the water volume of the Yellow River East Water Diversion Project and the local rain and flood resources, as well as use the passenger water transported by the main channel from the Yellow River to Qingdao to provide water for urban domestic and industrial water in Qingdao; In the long term, on the basis of rainfall and flood and the amount of water diverted from the Yellow River to the east, the South to the North Water Diversion Project, which is coordinated by Shandong Province, will be added to meet the water demand of Qingdao and Gaomi City.

Qingdao is a water shortage city. The local water resources are seriously short of water storage. The per capita water resources share is only 9.5% of the national average. Passenger water diversion has become the main water supply source in Qingdao, accounting for more than 65% of the total urban water supply, with the peak water supply reaching 90%. At present, Qingdao's passenger water transportation capacity and regulation and storage capacity have been difficult to meet the current urban water demand, and the passenger water regulation and diversion completely depends on the Yellow River Diversion Project. Jihongtan Reservoir is the only passenger water regulation and storage reservoir. The "single channel and single reservoir" passenger water regulation and storage mode has been overloaded for a long time, and once problems occur, it will seriously affect the safety of water supply in the city. The planning and construction of Guanlu Reservoir is an urgent need to solve the unsafe situation of a single regulation and storage reservoir in Qingdao.

The planned construction period of Guanlu Reservoir is three years, with an annual water storage capacity of 600 million cubic meters. When completed, it will become the main water source of Qingdao, which can effectively solve the impact of the serious shortage of water resources in Qingdao on the high-quality development of society, further build a "multi-channel transportation, multi reservoir regulation and storage" passenger water diversion system in Qingdao, and vigorously improve the overall allocation of water resources, water supply security and strategic reserve capacity of Qingdao and Jiaodong Peninsula.

In recent years, Qingdao has been actively involved in the construction of the national water network. The Municipal Water Affairs Bureau has strictly enforced the intensive use of water resources, and made overall plans for the use of local water, passenger water, desalination water, and renewable water. This year, in combination with the three-year campaign of urban renewal and urban construction, the construction of the Guanlu Reservoir has been launched, and the construction of river course management, reservoir sluice reinforcement, urban and rural water supply, and sewage treatment plant upgrading and reconstruction projects has been accelerated. In 2022, there will be 24 provincial key projects with a total investment of more than 6 billion yuan.
