On March 18, 2023, State Grid Corporation of China's Liaoning major power grid project and the Daya River and Xingcheng pumped storage power station projects started. According to reports, the concentrated start-up projects include Fuxin Toyota 500 kV power transmission and transformation project, Panjin Liaobin 500 kV power transmission and transformation project, Yingkou Huguan 500 kV power transmission and transformation project, etc. Two pumped storage projects with a total investment of 33.8 billion yuan.

Two major pumped storage power stations

The Daya River Pumped Storage Power Station is located in Huanren County, Benxi City, Liaoning Province, with a total installed capacity of 1.6 million kilowatts and four 400,000-kilowatt reversible units with a total investment of 10.96 billion yuan. It is connected to the Liaoning power grid at a voltage level of 500 kV. The Daya River Reservoir under construction serves as the lower reservoir.

Xingcheng Pumped Storage Power Station is located in Xingcheng City, Huludao City, Liaoning Province, with a total installed capacity of 1.2 million kilowatts, four 300,000-kilowatt reversible units installed, a total investment of 8.26 billion yuan, and a 500-kilovolt voltage level connected to the Liaoning power grid.

The relevant person in charge of the State Grid Corporation of China stated that the two pumped storage power stations of Daya River and Xingcheng are planned to be put into operation in 2030, and the double regulation capacity will reach 5.6 million kilowatts by then. Important tasks such as frequency modulation, phase modulation, and emergency backup are of great significance for alleviating the peak-shaving pressure of Liaoning and Northeast power grids, supporting the safe and orderly development of nuclear power, and improving Liaoning's power supply capacity.

During the period of the 14th Five-Year Plan, the pumped storage power station in the operation area of the State Grid will usher in the peak of construction. It is estimated that the newly put into operation installed capacity will exceed 27 million kilowatts, and the total scale of commissioning will reach 50 million kilowatts by 2025. The State Grid Corporation of China has always regarded serving the economic and social development of Liaoning as a major political task. The construction of major power grid projects in Liaoning and the Daya River and Xingcheng pumped storage power stations have been fully started, marking the first shot in the first battle of the three-year action of Liaoning's comprehensive revitalization and new breakthrough. It is a major measure to improve the ability of the power grid to allocate resources and ensure a reliable supply of electricity in Liaoning. It is a major responsibility to go all out to stabilize growth and employment and serve the overall revitalization of Liaoning.
