On May 5, 2023, the official website of the People's Government of Ruian City, Zhejiang Province officially released the reply on the feasibility study report on the Ruian Section of the Subsidiary Project of the S3 Line of Wenzhou Regional Railway.
Wenzhou S3 Line Auxiliary Project Ruian Section
The project starts from the junction of Ruian and Ouhai District in the north, and ends near National Highway 322 in Feiyun Street in the south, with a total land area of 69.1528 hectares and a total investment of 14.38 billion yuan. The total length of the project line is 16.7 kilometers, of which the Yongning Bridge under construction is 3.1 kilometers long and the Nanshan Tunnel under construction is 2 kilometers long. The newly built mileage is about 11.6 kilometers long, of which the elevated main line is about 11.6 kilometers long and the ground road is about 9.4 kilometers long.

The ground layer of the project adopts the standard of a two-way six-lane first-class road with collecting and distributing functions, taking into account the function of urban roads, and the design speed is 60 km/h. The viaduct adopts a double-layer structure. The upper layer adopts the urban expressway standard, with two-way six lanes and a design speed of 80 km/h. The lower layer is reserved for the urban railway S3 line channel. Elevated main lines and ramps adopt city-A level, and ground road bridges adopt highway-I level. The remaining technical indicators should meet the requirements of corresponding technical standards and specifications.

It is understood that the Ruian section of the auxiliary project of Wenzhou Regional Railway S3 Line is to realize the integration of Wenzhou and Rui, and to build the city's central axis; it is to improve the regional road network and meet the needs of road network planning; road network planning needs.
