On January 8, 2024, the first national EOD model pilot project in Qinghai Province recently started construction in Dachaidan, Haixi Prefecture.

The EOD model is based on ecological protection and environmental governance, supported by the operation of characteristic industries, and adopts methods such as industry chain extension, joint operation, and combined development to promote the effective integration of ecological environment governance projects with strong public welfare and poor profitability and related industries with good returns. It is an innovative project organization and implementation method that integrates and promotes the internalization of economic value brought by ecological environment governance.

It is reported that the comprehensive ecological environment oriented development project (EOD) for mining management in Dachaidan, Haixi Prefecture, Qinghai Province has officially started construction recently. This is also the first national EOD model pilot project in Qinghai Province.

The comprehensive management EOD project of the Dachaidan mining commission in Haixi Prefecture was successfully included in the second batch of 58 pilot projects nationwide in April 2022, including three sub projects: comprehensive management of abandoned mining environments, mining site parks, and light storage construction. The project relies on the abundant resource advantages of solar energy in Qinghai and the policy advantages of building a clean energy industry highland. It adopts a new model of "ecological environment governance and restoration benefits+new energy development". While carrying out mining environment restoration and building a mining site park, it also constructs a photovoltaic power generation project to feed back the ecological environment governance with the benefits of industrial projects, achieving a coordinated balance of ecological benefits, economic benefits, and social benefits. The implementation of the project will effectively improve the quality and stability of the regional ecosystem, expand the development space of the ecological industry, and assist local high-quality development.

The EOD model improves the quality of the ecological environment through ecological environment governance projects, enhances the quality of development, promotes the transformation of ecological advantages into industrial development advantages, and realizes the value-added premium of industries. As the first national EOD model pilot project under construction in Qinghai Province, the Haixi Prefecture Dachaidan Executive Committee EOD project marks a significant step forward in the marketization of ecological environment protection in Qinghai Province. It is of great significance for innovating the value realization mechanism of Qinghai's characteristic ecological products and promoting high-quality economic development through high-level ecological environment protection.

Tang Wanfeng, Secretary of the Party Group and Director of the Department of Ecology and Environment of Qinghai Province, stated that the completion of the EOD project in Dachaidan, Haixi Prefecture, will effectively promote the restoration and governance of regional ecosystems, promote the continuous improvement of ecological environment quality, expand and enhance the development space of ecological industries, and assist in the green, low-carbon, and high-quality development of Haixi Prefecture and Dachaidan.
