On April 2, 2024, the construction of the 38125 kilowatt wind power project in Heze, invested and constructed by Shandong Expressway Group, was launched, marking the completion of the preliminary procedures and on-site site survey work, and the official start of construction. The reporter learned from Shandong Expressway Group that this is the first centralized onshore wind power project in the first batch of the 14th Five Year Plan in Shandong Province, which has completed land pre approval, wind power project approval, and started construction.

In August 2024, Shandong Province launched the first batch of competitive negotiations for centralized onshore wind power projects during the 14th Five Year Plan period, with a total of 23 sections and an installed capacity of 8.755 million kilowatts. In the fierce competition, Shandong Expressway Group successfully won the bid for Section 4 of Heze City, obtaining a wind power development index with a total capacity of 381250 kilowatts.

After winning the bid, Shandong Expressway Group, with the strong support of the Provincial Energy Bureau, Heze City, Dingtao District, and Mudan District, fully advanced the preliminary work. In just over 6 months, the on-site investigation and survey of the wind turbine positioning points were completed, and relevant departments studied and solved the problems related to the positioning points, such as overlying mines, clearance procedures, and power grid access. The preliminary procedures and approval work was efficiently and high-quality completed.

This project includes two sub projects: the 287.5MW wind power generation project in Dingtao District and the 93.75MW wind power generation project in Mudan District. The total investment of the project is about 2.3 billion yuan, and it is planned to be completed by October 2025. After the project is completed, it is expected that the annual grid power will reach 1 billion kW · h, which can effectively supplement the local energy supply. At the same time, as a green energy source, the project can save about 300000 tons of standard coal annually, reduce carbon dioxide emissions by about 800000 tons, sulfur dioxide by more than 5700 tons, and nitrogen oxide by more than 8500 tons. In addition, it can also reduce a large amount of ash, smoke, and wastewater emissions every year, resulting in significant energy-saving and emission reduction benefits.
