On April 2, 2024, the Heze 381.25 million kW wind power project built by Shandong High-speed Group officially kicked off the construction. This important moment means that the project has completed the early cumbersome procedures and detailed site reconnaissance work, ushering in a new stage of construction. The project is not only a leader in the first batch of centralized onshore wind power projects during the "14th Five-Year Plan" period in Shandong Province, but also the first benchmarking project that successfully completed the land pre-approval, project approval and construction.

In August last year, Shandong Province launched the "14th Five-Year Plan" first batch of centralized onshore wind power project competitive negotiations, a total of 23 bid sections, the installed capacity of 8.755 million kilowatts. Shandong High-speed Group successfully won the bid for Heze No. 4 and obtained the wind power development index with a total capacity of 381.25 million kilowatts, including two sub-projects of Dingtao District wind power generation with 287,500 kilowatts and Mudan District wind power generation with 93,750 kilowatts. With the strong support of the provincial Energy Bureau, Heze City, Dingtao and Mudan District, Shandong High-speed Group promoted the preliminary work at full speed, and completed the site mapping and survey of the fan site in only 2 months, and studied and solved the problems related to the mine covering, clearance procedures and power grid access with the relevant departments, and completed the preliminary procedures for approval efficiently and with high quality.

After the completion of the project, it is expected that the annual online electricity will be 1 billion KWH, which can effectively supplement the local energy supply. As a green energy, it saves about 300,000 tons of standard coal annually, reduces carbon dioxide emissions by about 800,000 tons, sulfur dioxide by more than 5,700 tons, and nitrogen oxides by more than 8,500 tons. At the same time, it can also reduce a large amount of ash, dust and wastewater discharge every year, and the energy saving and emission reduction benefits are significant.

In recent years, Shandong High-speed Group has actively responded to the national "dual carbon" strategy, further promoted energy integration, and made every effort to cultivate the new energy industry, released the first local standard of highway slope photovoltaic, built the first zero-carbon service area in the country, the first smart zero-carbon high-speed, and the installed photovoltaic capacity of the road area has reached 423MW, ranking first in the industry. The total installed capacity of photovoltaic and wind power of Shandong High-speed Group exceeds 5GW, the average annual power generation exceeds 7 billion KWH, and the annual carbon reduction exceeds 6 million tons.
