One Network, One Road, One Port Project Leading the Middle East

At the important moment of the tenth anniversary of the joint construction of the the Belt and Road Initiative, we look back on the achievements of cooperation in the past decade and have to mention the one network, one road and one port project jointly carried out by China and Timor Leste. The One Network, One Road, One Port project refers to the construction of the State Grid of East Timor, the Suai Expressway, and the Tiba Port, all of which are located within East Timor.

The East Timor State Grid project is located within East Timor and is one of the major projects jointly constructed by China and East Timor. This project is the first EPC general contracting power engineering project of China National Nuclear Corporation's subsidiary, China National Nuclear CorporationNo. 22, overseas, and also the largest power infrastructure construction project in East Timor to date.

Since its establishment in 2009, China National Nuclear Corporation  has successfully completed the construction of the project and fully delivered it for operation within just five years. The project includes a national dispatch center, 9 substations surrounding the entire island, 1407 base iron towers, 603 kilometers of high-voltage transmission lines, and 120 kilometers of medium voltage distribution lines. This massive power grid system provides stable electricity supply throughout East Timor, greatly improving the local power shortage situation.

Before the power grid project was completed and put into operation, most areas of East Timor were almost in darkness at night. However, since the first substation was put into operation in November 2011, the State Grid of East Timor has achieved continuous safe production for nearly 4200 days, with a total transmission and transformation of 4.69 million megawatts, bringing light to over 1.3 million East Timorese people. This achievement not only lit up the night in East Timor, but also injected strong impetus into its economic and social development.

The successful implementation of China National Nuclear Corporation's State Grid project in East Timor not only demonstrates the strong strength and technological level of Chinese enterprises in the field of power infrastructure construction, but also makes positive contributions to the economic development and social progress of East Timor. At the same time, the project has also become a model of practical cooperation between China and Timor Leste under the "the Belt and Road" initiative, laying a solid foundation for future cooperation between the two sides.

The Su'ai Expressway is located on the southern coast of East Timor, stretching from Su'ai in the south to Biko in the north. It is the first expressway in East Timor and one of the important infrastructure projects undertaken by Chinese companies overseas.

The design standard for this project is a two-way four lane road, with a designed speed of 100 kilometers per hour and a total length of 155.7 kilometers. The construction of the Su'ai Expressway has not only greatly improved the transportation situation and logistics efficiency in East Timor, but also injected strong impetus into the local economic development and social progress.

During the construction process, Chinese enterprises have adopted advanced construction equipment and technology, strictly following design standards for construction, ensuring project quality and progress. The completion and opening of the Suai Expressway not only bring tangible benefits to the people of East Timor, but also demonstrate the strength and level of Chinese enterprises in overseas infrastructure construction.

The construction of Tiba Port is located about 10 kilometers west of the capital city of Timor Leste, Dili. It is the largest port project in Timor Leste since its founding and is undertaken by China Harbour.

The construction of Tiba Port has significant strategic significance for the economic and social development of East Timor. The project covers the construction of modern port facilities, including docks, yards, loading and unloading equipment, aiming to create an efficient and convenient logistics hub. The completion of Tiba Port will greatly enhance Timor Leste's maritime capacity, meet its growing demand for foreign trade, and further promote the diversification and sustainable development of Timor Leste's economy.
