Wulahada water conservancy project is a comprehensive water conservancy project which mainly focuses on flood control and takes into account urban water supply and agricultural irrigation. The total storage capacity of the reservoir is 114.72 million cubic meters, and the Middle East reservoir is 59.97 million cubic meters, and the West reservoir is 54.75 million cubic meters. The main buildings include the barrage, spillway, flood discharge and sand drainage tunnel and drainage pipe. The total construction period of the project is 48 months. "After the completion of the project, it will completely solve the problem of substandard flood control in the main urban area of Zhangjiakou city, and the urban flood control standard will be raised from once in 40 years to once in 100 years." The relevant person in charge of the provincial water resources Department said that the project can also greatly improve the urban water supply guarantee rate, effectively improve the urban environmental quality, and improve the urban grade.

In order to speed up the preliminary work of the project, the provincial Water Resources Department actively fought for the support of the state, and included the project in the project library of increasing the issuance of national debt to solve the problem of construction funds.
