As a key foundation for resisting drought and flood disasters, small farmland water conservancy projects have received special attention in Shannan City. In order to fully implement the party and government's shared responsibility for farmland protection and food security, Shannan City has issued the "Shannan City Small-scale Farmland Water Conservancy Construction Fund Management Measures (Trial)", which incorporates small-scale farmland water conservancy construction funds into the municipal and county fiscal budgets and increases them year by year. Since 2023, Shannan City has invested 77.51 million yuan in special funds, including 31.41 million yuan in 2023 to implement 110 projects, and 46.1 million yuan in 2024 to implement 458 projects to further promote small farmland water conservancy construction.

At the same time, Shannan City is also actively strengthening the daily management and maintenance of small farmland water conservancy facilities, including the dredging and renovation of canals, ponds, water intakes, flood control embankments and other facilities, aiming to further optimize irrigation conditions and promote the protection of cultivated land. and utilization to effectively solve the problem of the last meter of farmland irrigation.

During the implementation of the project, Shannan City actively adopted the work-for-relief model to encourage local people to participate in the construction of small farmland water conservancy projects. Especially starting from 2024, more than 80% of the relief-for-work funds will be directly distributed to farmers and herdsmen, so that they can have a source of income in winter, effectively driving an increase in the income of farmers and herdsmen. So far, this model has attracted a total of 35,500 people to participate, the total number of migrant workers has reached 153,200, and the cumulative wages of migrant workers have exceeded 37 million yuan.
