China Water Industry Group Signs Another Waste-to-Energy Project in Indonesia

Recently, China Water Industry Group signed a strategic agreement for the second domestic waste landfill gas power generation project in Sidoarjo County, Surabaya, Indonesia. This is another power generation project following the waste landfill gas power generation project in Semarang County, Indonesia, with only a four-day interval between the two.

The two parties had in-depth exchanges on this project. Hj. Mimik Idayana, the Vice Regent of Sidoarjo, highly affirmed the business and development of the water industry group and put forward practical suggestions for the landfill gas project. He required the government office to closely cooperate with China Water Industry Group to implement and promote the project as soon as possible.

Sidoarjo is a county-level administrative region under Surabaya, the second largest city in Indonesia, with a total population of approximately 2.2 million. The waste volume of this project is about 700 tons per day. The power generation scale of this project is expected to be 3 megawatts, achieving an annual power generation of about 24 million kilowatt-hours and a carbon emission reduction of about 90,000 tons per year.

The strategic agreement signed with Sidoarjo Regency is another important achievement of China Water Industry Group in the field of waste landfill gas power generation in Indonesia after the signing of the Semarang Regency project.

The new Indonesian government has put forward higher requirements and goals for environmental protection and the development of renewable energy, which are great potential and motivation for project development:

(1) On March 10, 2025, the Minister of the Ministry of Environment and Forestry of Indonesia officially prohibited open dumping at all 343 landfills in Indonesia. This indicates that in the future, more domestic waste will be transported to urban domestic waste landfills, resulting in a year-by-year increase in the amount of waste in landfills.

(2) Currently, all cities have added new waste transfer stations, and the government has increased its budget to purchase more garbage trucks, so that waste from towns and townships will also be centrally transported to landfills for centralized treatment.

(3) On March 7, 2025, PLN (Perusahaan Listrik Negara), the Indonesian power company, adjusted the electricity price of renewable energy generation and the relevant processes of the Power Purchase Agreement (PPA). The feed-in tariff has been increased from 13.35 cents per kilowatt-hour to 19 to 20 cents per kilowatt-hour. The new presidential regulation will also simplify the process for PLN to purchase electricity from waste power plants.

(4) Indonesia participated in COP29 for the first time and made a strong response and policy deployment for future emission reduction.

The signing of these two agreements marks that China Water Industry Group has taken solid steps in international cooperation in the field of environmental protection, demonstrating the firm determination and practical actions of Chinese enterprises to actively participate in global environmental governance and promote green and low-carbon development under the Belt and Road Initiative.
