On April 23, China and Azerbaijan signed the Joint Statement between the People's Republic of China and the Republic of Azerbaijan on Establishing a Comprehensive Strategic Partnership. The two sides explicitly stated that they will actively expand cooperation in renewable energy to promote the energy transition and the sustainable development of the economy and society in both countries, and jointly build a global clean energy partnership.
During the visit of Azerbaijani President Ilham Aliyev to China, the two countries reached a number of cooperation agreements in the field of renewable energy. On April 22, Ma Yingying, Deputy General Manager of China Energy Engineering Group Overseas Investment Co., Ltd., and Elnur Soltanov, Deputy Minister of the Ministry of Energy of Azerbaijan, signed the implementation agreement for the 2GW offshore wind power investment project in Azerbaijan, which was witnessed by Parviz Shahbazov, Minister of the Ministry of Energy of Azerbaijan. In addition, the two sides are also involved in three wind power cooperation projects, injecting strong impetus into China-Azerbaijan energy cooperation.
On April 24, Song Hailiang, Secretary of the Party Committee and Chairman of China Energy Engineering Group, had in-depth exchanges with President Ilham Aliyev on deepening cooperation. The two sides focused on promoting the alignment between the Belt and Road Initiative and Azerbaijan's national development strategies of "Revitalizing the Silk Road" and the economic and social development strategy for 2030, and explored comprehensive cooperation in many fields such as power planning, grid upgrading and renovation, clean energy construction, and the application of green electricity for hydrogen production, with the aim of accelerating the implementation of key projects and enhancing the level of the comprehensive strategic partnership between China and Azerbaijan.
President Ilham Aliyev hopes that China Energy Engineering Group will establish a long-term strategic partnership with all parties in Azerbaijan, carry out practical cooperation in fields such as cross-border energy transmission, energy storage, hydrogen energy, and the development and utilization of water resources, and expand the depth and breadth of cooperation through various forms such as establishing research centers and exploring third-party markets, so as to help Azerbaijan build a green energy hub in Eurasia. Song Hailiang responded that China Energy Engineering Group will give full play to its "Eight Core Advantages", provide integrated solutions in fields such as the construction of new wind and solar energy and the development of offshore wind power, and establish a special working team to promote the implementation of projects and deepen China-Azerbaijan cooperation.
The documents signed by the two sides also include the Memorandum of Understanding between the Ministry of Energy of the Republic of Azerbaijan, SOCAR Green LLC, China Datang Overseas Investment Co., Ltd., and PowerChina Overseas Investment Co., Ltd. on the Development of a 2GW Offshore Wind Power Project in the Azerbaijani Waters of the Caspian Sea.
