On June 23, 2025, the launch ceremony of Xinjiang Resource Recycling Industry Demonstration Base and the unveiling ceremony of Xinjiang Lijing Resource Recycling Co., Ltd. were held in Ganquanbao Economic and Technological Development Zone, Urumqi. As the first specialized platform in the field of resource recycling led by state-owned assets in Xinjiang, the implementation of this project will provide important support for the green transformation of industries and the achievement of the "dual carbon" goals in the autonomous region.   

Han Bo, Deputy Secretary of the Party Committee, Director, and General Manager of Xinjiang Energy Group, and Yuan Jianhua, Secretary of the Party Working Committee of Ganquanbao Economic Development Zone, attended the ceremony. Representatives from Ganquanbao Management Committee, Xinjiang Renewable Resources Recycling and Utilization Association, Xinjiang Environmental Protection Industry Association, and related enterprises and financial institutions witnessed this important moment together.   

It is reported that the Xinjiang Resource Recycling Industry Demonstration Base plans to invest a total of 890 million yuan to create a comprehensive circular economy park that integrates functions such as warehousing, processing, distribution, trade in, and remanufacturing. The first phase of the project includes three major sectors: the resource utilization of retired wind turbine blades with a capacity of 10000 tons per year, the resource utilization of recycled copper with a capacity of 50000 tons per year, and the resource utilization of waste plastics with a capacity of 100000 tons per year. It also covers the resource recycling and remanufacturing fields of waste batteries, waste tires, and waste large medical equipment, forming a complete industrial chain of "resource recycling classification processing reprocessing reuse".   

Aishar Ruzi, Secretary of the Party Committee and Chairman of Xinjiang Environmental Protection Group, stated that the establishment of the demonstration base and Lijing Company is an important milestone in the reform and development of Xinjiang Environmental Protection Group, and a key step towards high-quality development of the resource recycling industry in the autonomous region.
