On July 3, 2025, the Development and Reform Commission of Yantai City provided a detailed explanation on the progress of the construction of the Peninsula South China Sea wind power project. It is reported that the Yantai Peninsula South 3 Phase II project of State Power Investment Group Co., Ltd., as well as the Shandong Peninsula South 1 and Peninsula South 5 offshore wind power projects of State Energy Group, have received supportive opinions from multiple regulatory authorities.
The Ecology and Environment Bureau of Yantai City stated that it has issued site selection support opinions for the Yantai Peninsula South 3 Phase II and Shandong Peninsula South 1 offshore wind power projects of State Power Investment Group Co., Ltd. on May 21, 2024 and January 17, 2025 respectively, and will continue to cooperate in the environmental impact assessment approval work for the Peninsula South 5 project.
The Yantai Municipal Bureau of Ocean Development and Fisheries pointed out that the first phase 600MW offshore wind power project of Shandong Peninsula South No. 5 by State Power Investment Group Co., Ltd. has completed the sea use audit in November 2023 and obtained approval from the Yantai Municipal People's Government. The site review for Phase II of Peninsula South 3 was also completed in August 2024, while the 1.8 million kilowatt project of Peninsula South 1 is awaiting review applications.
The Yantai Maritime Safety Administration stated that it has issued site selection support opinions for the Peninsula South 3 Phase II project and will continue to monitor the dynamics of the other two projects to ensure navigation safety.
The preliminary work of the project is progressing smoothly
The Development and Reform Commission of Yantai City revealed that the Phase II projects of Peninsula South 1 and Peninsula South 3 have obtained municipal approval to carry out preliminary work, while the Peninsula South 5 project has received provincial support. At present, all three projects have been submitted to the Shandong Provincial Energy Bureau for soliciting opinions from various provincial departments and the military, striving to be included in relevant provincial and national plans.
Synchronized promotion of power grid matching and long-term planning
State Grid Shandong Electric Power Company Yantai Power Supply Company stated that the Yantai area is an important clean energy base in Shandong Province, but the current installed capacity of new energy has far exceeded the local consumption capacity and relies on the external transmission of large power grids. The company is actively coordinating with higher-level units to study the access conditions for projects such as Peninsula South 5 600MW and Peninsula South 3 Phase II 600MW, and promoting the construction of ultra-high voltage power grids to reserve space for future new energy grid integration.
The Development and Reform Commission of Yantai City emphasized that the next step will be to accelerate the construction of offshore wind power projects, while promoting the upgrading and transformation of the power grid, striving to incorporate the demand for power facilities into provincial special plans, and further enhance the capacity of new energy consumption.
