On July 6, 2025, Xinjiang Zhundong Economic and Technological Development Zone held the fifth scheduling meeting of the 1.6 million tons coal-to-olefins project to redeploy and remobilize the project construction. The meeting pointed out that the project, as a key energy project in the autonomous region, has made a breakthrough in the coordination of preliminary approval, and some bids have entered the construction stage, but the overall progress is still lagging behind the established node, which directly affects the annual fixed asset investment target and the strategic layout of regional energy.

Project progress and challenges coexist

The 1.6 million tons coal-to-olefins project is jointly invested and constructed by Xinjiang Shanneng Chemical Co., Ltd. and Xinjiang Dongming Plastic Co., Ltd., each with an annual production capacity of 800,000 tons. As the core project of the modern coal chemical industry in the Zhundong Development Zone, it is of great significance to promote the upgrading of Xinjiang's energy industry and economic growth due to its large volume and long cycle. At present, although the project has made phased progress, there is still a gap between the construction progress and the annual fixed investment target of "10 billion yuan and 6 billion yuan". The meeting emphasized that all participating units must abandon the wait-and-see mentality, solve the problem with a sense of urgency of "tackling the problem now", and ensure that the construction task is completed on schedule.

Compact responsibilities and make every effort to sprint the annual goals

The meeting clearly required that all levels and links must tighten the chain of responsibility, so that the task is assigned to the person and the responsibility is assigned to the post, so as to ensure that the work deployment is not biased and out of shape. In view of key elements such as approval, land use and capital, the development zone will strengthen the coordination between government and enterprises, optimize service guarantees, and promote the early completion, early commissioning and early achievement of projects. At the same time, it is necessary to implement the node plan in the spirit of "nailing", break through the bottleneck with the determination of "not winning all victories and never withdrawing troops", and resolutely complete the annual investment target.

Government-enterprise collaboration to promote high-quality development

Since the beginning of this year, the Zhundong Development Zone has held several special scheduling meetings to coordinate and promote the construction of the project. The meeting once again emphasized the need for the government and enterprises to form a joint force to speed up the resolution of constraints and ensure the efficient progress of the project. As an important support for Xinjiang's modern coal chemical industry, the smooth implementation of the 1.6 million tons coal-to-olefins project is not only related to the efficiency of enterprises, but also has a far-reaching impact on the adjustment of energy structure and high-quality economic development of the autonomous region. In the future, the Zhundong Development Zone will continue to optimize the business environment, promote the early completion of the project, and inject strong impetus into the regional economy.(This article is from the official website of Seetao www.seetao.com.
