In July 2025, the Yankuang Qineng No. 4 open-pit coal mine of Shandong Energy Group Xinjiang Energy and Chemical Company completed the final layer of overburden stripping, and this large-scale coal mine with a designed annual production capacity of 23 million tons officially entered the trial operation stage. The project is located in the Wucaiwan area of Huoshaoshan Industrial Park, Zhundong Economic and Technological Development Zone, Changji Hui Autonomous Prefecture, Xinjiang Uygur Autonomous Region.

Yankuang Qineng No. 4 open-pit mine is a key project invested and constructed by Shandong Energy Group in Xinjiang. The mine covers an area of 96.88 square kilometers, with 6 coal seams (including 4 open-pit coal seams) that can be mined, an average total coal thickness of 46.79 meters, and a recoverable raw coal reserve of 2.96 billion tons. The mine mainly produces high-quality non sticky coal with characteristics such as low ash, low sulfur, low phosphorus, and high calorific value. It will serve as the core raw material source for Xinjiang Energy and Chemical Company's annual production of 800000 tons of coal to olefin project in Zhundong.

The mine is built according to the standard of 5G+ten million ton green coal mine, and the application of 5G+industrial Internet technology has realized intelligent patrol, unmanned driving, AI risk perception and other intelligent scenes, covering the whole process of mining, stripping, blasting and coal preparation. In 2024, the coal production in Xinjiang Uygur Autonomous Region reached 540 million tons, a year-on-year increase of 17.5%, ranking first in both growth rate and increment in China. The proportion of production in the country has increased from 7.3% in 2020 to about 11%.
