On August 4, 2025, the bidding results for the integrated design and construction of weak current engineering for the Sihanouk International Convention Center urban complex project in the Kingdom of Cambodia were officially announced. The consortium consisting of China Softtek Intelligent Information Technology Co., Ltd., Beijing Zhongse North Architectural Design Institute Co., Ltd., and Zhejiang Zhongtian Zhihui Installation Engineering Co., Ltd. successfully won the bid for 675 million yuan (approximately 93.68 million US dollars). This project is not only the first super large smart city complex in the Kingdom of Cambodia, but also an important milestone in the deep integration of China's digital technology and Southeast Asian infrastructure construction.
As a supporting project for the core venue of the 2022 ASEAN Summit, this project will integrate cutting-edge technologies such as the Internet of Things, artificial intelligence, and digital twins to create a "digital city business card" for the Kingdom of Cambodia facing the world. The total construction area of the project is 980000 square meters, including a 430 meter main building, two 336 meter auxiliary buildings, and a podium building complex. After completion, it will become one of the tallest building complexes under construction in Southeast Asia.
It is reported that the bidding process was fiercely competitive, and only three international consortia passed the pre qualification review in the end. The bidding documents require bidders to possess multiple professional qualifications, including Class A qualification for building intelligent design, Class I qualification for electronic and intelligent engineering, and ITSS Level III operation and maintenance certification. China Softtek Intelligent Information Technology Co., Ltd., as the leading party of the consortium, ultimately won with its full stack technology capabilities and rich international project experience.

The successful experience of China Softtek Intelligent Information Technology Co., Ltd. shows that Chinese technology enterprises need to adhere to the "dual wheel drive" strategy to "go global", which is centered on "data intelligence+information technology application innovation". They need to provide customized solutions and output independent and controllable technology products. At the same time, integrating resources from the entire industry chain, including design, construction, and operation, through the consortium model can effectively reduce operational risks in overseas projects.
It is reported that China Softtek Intelligent Information Technology Co., Ltd. plans to train 500 digital professionals and establish a localized operation and maintenance team for the Kingdom of Cambodia in the next three years. In terms of sustainable development, the project will integrate green systems such as photovoltaic power generation and seawater desalination, striving to obtain LEED Platinum certification and create the first "zero carbon international conference center" in Southeast Asia.
Behind the winning bid amount of 675 million yuan is the two-way synergy between China's digital technology "going global" and the Kingdom of Cambodia's "bringing in" strategy. When the 430 meter main building rises along the coastline of Sihanouk Province in the Kingdom of Cambodia, it will not only become an architectural landmark, but also a digital witness to the China Cambodia community of shared future. Chinese technology enterprises, represented by China Softcom Smart Information Technology Co., Ltd., are using innovative technologies to write a new chapter of wisdom for the the Belt and Road construction.
