In order to implement the Guiding Opinions on Accelerating the Development of New Energy Storage and the Action Plan for Accelerating the Construction of a New Power System (2024-2027) issued by the National Development and Reform Commission, the National Energy Administration and other departments, give full play to the role of new energy storage in supporting the construction of new energy systems and new power systems, cultivate new quality productivity in the energy field, further expand domestic demand, promote the large-scale construction and high-quality development of new energy storage, this plan is formulated.  

1、 Overall objective

By 2027, the new energy storage system will have achieved large-scale and market-oriented development, with a stable level of technological innovation and equipment manufacturing capabilities at the forefront of the world. The market mechanism, business model, and standard system will be basically mature and sound, and a diversified energy storage system that adapts to the stable operation of the new power system will be initially established, forming an overall pattern of overall planning, diversified complementarity, and efficient operation, providing strong support for the green transformation and development of energy. The installed capacity of new energy storage in China has reached over 180 million kilowatts, driving direct investment of about 250 billion yuan in projects. The new energy storage technology route is still mainly based on lithium-ion battery energy storage, and various technical routes and application scenarios have been further enriched. A number of pilot application projects have been cultivated, and a number of typical application scenarios have been created.

——The application scenarios continue to enrich. Fully leverage the advantages of various technological routes, expand the application of new energy storage in power source collaborative operation, grid stability support, intelligent microgrids, virtual power plants and other fields.

——Diversified technologies are gradually maturing. Lithium ion battery energy storage can be applied on a large scale, with further commercial development of compressed air energy storage, flow battery energy storage, sodium ion battery energy storage, flywheel energy storage, etc. Solid state batteries, gravity energy storage, thermal energy storage, hydrogen energy storage, and other innovative technology demonstration applications.

——The system performance has significantly improved. The comprehensive energy conversion efficiency, cycle life and other economic indicators, as well as the overall life cycle safety level of new energy storage key equipment and systems, will be further improved to promote the safe and stable operation of the power system.

——Industrial innovation is steadily increasing. Promote the improvement of policy mechanisms, accelerate business model innovation, support pilot projects in key areas, promote upstream and downstream collaboration, improve quality and efficiency of the industrial chain, and help achieve sustainable development.  

2、 Promote the expansion of new energy storage application scenarios

(1) Promote the application of energy storage on the power side. Promote the rational planning and construction of new energy storage facilities in deserts, Gobi, and other areas. Build a batch of system friendly new energy power stations, promote the joint operation of new energy power stations and new energy storage facilities, smooth the output curve of new energy, improve the reliable output level, and provide stable support for the power grid. Study the joint operation of coal-fired power units with new energy storage projects such as electrochemical energy storage, flywheel energy storage, and thermal energy storage, optimize the operation mode, and enhance the regulation capability. Encourage the use of retired thermal power plant sites and transmission lines to scientifically plan and construct new energy storage systems.  

(2) Expand the application of energy storage on the grid side. Promote the construction of independent energy storage power stations at key grid nodes such as load intensive access, large-scale new energy collection, and large capacity DC input. Accelerate the demonstration application of grid based energy storage in high proportion new energy grids, weak current grids, and islanded grids, promote the application of new energy storage in distribution networks, and enhance the ability of new energy storage to support the stable operation of the power system. Encourage the promotion of grid alternative energy storage in restricted or remote areas for distribution network expansion.  

(3) Innovate multi scenario application modes. Focusing on application scenarios such as industrial parks, computing power facilities, commercial complexes, integrated charging stations for photovoltaic energy storage, charging and discharging, distributed photovoltaics, and communication base stations, actively innovating application models such as green power direct connection, virtual power plants, smart microgrids, integrated source grid load storage, and vehicle network interaction, further playing the role of system regulation. Research and promote new energy storage as an independent entity or participate in demand response through forms such as load aggregators.

(4) Cultivate pilot application scenarios. Various regions focus on the power supply side, power grid side, and other multi scenario application directions, relying on cutting-edge technologies such as big data, cloud computing, and artificial intelligence to innovate "artificial intelligence+" application scenarios, and cultivate a group of new energy storage application scenarios that are technologically advanced, have good application prospects, and strong replicability.

3、 Promote the improvement of new energy storage utilization level

(5) Promote innovation in new energy storage regulation methods. The power dispatching agency should scientifically formulate new energy storage dispatching rules based on system requirements, clarify the operation mode and calling interval of new energy storage dispatching. Actively carry out innovative calling methods such as collaborative optimization and scheduling of new energy storage and power sources, intelligent scheduling of large-scale energy storage system clusters, and aggregation and control of distributed energy storage virtual power plants.  

(6) Reasonably enhance the level of new energy storage utilization. In areas where the electricity spot market is not continuously operating, factors such as system demand, safety, and regulation economy should be comprehensively considered to optimize the sequence of various regulation resource calls. In combination with system needs, new energy storage calls should be scientifically increased to minimize frequent deep peak shaving and daily start stop peak shaving of coal-fired power units. In areas where the electricity spot market operates continuously, various regulatory resources are mobilized in accordance with market trading results.

(7) Improve the adaptability of new energy storage scheduling. The new energy storage power station should meet the requirements for safe and stable operation of the power system, complete corresponding performance tests and grid related tests, have the ability to automatically adjust active and reactive power according to dispatch instructions, and standardize the configuration of monitoring systems and secondary systems such as communication information. It should upload operational information to the power dispatch agency in a programmed manner, accept and execute dispatch instructions, and achieve measurable operational data and controllable energy storage status.  

4、 Leading the integration of new energy storage innovations

(8) Vigorously promote technological innovation. Relying on the National Industrial Technology Engineering Center, National Emerging Industry Innovation Center, National Energy Administration R&D Innovation Platform, National Science and Technology Major Projects in the field of new energy storage, the first (set) major technical equipment in the energy field, and new energy storage pilot projects, we support the development of common key technologies, equipment research and demonstration verification for new energy storage, promote the diversified development of new energy storage technologies, explore the application of multi technology hybrid new energy storage, long-term energy storage, and actively reserve a number of cutting-edge new energy storage technologies. Strengthen the dominant position of enterprises in scientific and technological innovation, and promote joint technological breakthroughs among new energy storage enterprises.  

(9) Organize and implement innovative projects in the energy storage industry. Strengthen the layout and traction of major projects, give full play to the leading role of leading enterprises in the industry, strengthen cooperation between upstream and downstream industries, create a new integrated innovation ecosystem for the energy storage industry, accelerate the industrial application of scientific and technological achievements, and promote the optimization and upgrading of the entire industry chain. Promote the cluster development of new energy storage industries and support regions with conditions to optimize the layout of new energy storage industries.

(10) Promote the application of pilot projects. Deepen the pilot work of new energy storage and timely summarize the experience of construction and operation. Encourage provincial (district, city) energy competent departments to organize a batch of new energy storage pilot projects with progressiveness technology and industrial driving force to promote industrial innovation of new energy storage technology in combination with local conditions.  

5、 Strengthen the construction of a new energy storage standard system

(11) Accelerate the improvement of the new energy storage standard system. Based on the construction ideas of the new power system, further improve the technical standards of various links of the new energy storage, gradually build a new energy storage standard system that adapts to the trend of diversified technological innovation, meets the needs of industrial development, and effectively connects with existing energy and power standards. Strengthen the evaluation of the implementation of new energy storage standards and promote closed-loop management of standard formulation, implementation, evaluation, review and revision.  

(12) Strengthen the revision of standards in key areas. Prioritize the revision of standards in the energy storage field that are relatively mature in technology and have the conditions for promotion and application. Accelerate the layout and pre research of emerging technology standards. Promote the improvement of key standards such as new energy storage design specifications, system integration, grid connection, safety management, emergency response, operation evaluation and exit, and promote the coordinated development of new energy storage technology research and development, pilot application and standard formulation.  

(13) Continuously promote international standardization work. Deepen international exchanges and cooperation in the standardization of new energy storage, support relevant enterprises, associations, scientific research institutions, standardization organizations, and industry experts to deeply participate in international standardization work such as IEC and ISO, and actively promote the revision of international standards for new energy storage. Promote the adoption and transformation of domestic standards into international advanced standards, and enhance the internationalization level of new energy storage standards.

6、 Accelerate the improvement of the new energy storage market mechanism

(14) Encourage the full participation of new energy storage in the electricity market. Promote the integration of "new energy+energy storage" as a joint bidding entity and participate in electricity market transactions. Promote new energy storage projects that have independent measurement, control and other technical conditions, meet relevant standards and regulations, and meet the basic registration requirements of the electricity market, and have legal person qualifications to participate in the electricity market as independent entities. Orderly promote the participation of new energy storage in the medium and long-term market.

(15) Guide new energy storage to participate in the auxiliary service market. Based on the progress of electricity market construction, we will guide the participation of new energy storage in auxiliary service markets such as frequency regulation and backup in an orderly manner, encourage various regions to study and explore auxiliary service varieties such as climbing and moment of inertia according to local conditions, and gradually expand the scale of new energy storage participation in auxiliary services.  

(16) Accelerate the construction of a new energy storage pricing mechanism. Promote the improvement of the pricing mechanism for regulating resource capacity such as new energy storage, establish a reliable capacity compensation mechanism in an orderly manner, and provide reasonable compensation for the reliable capacity of the power system. Various regions should accelerate the construction of medium and long-term electricity and spot markets, improve the market price formation mechanism, and promote the reasonable formation of new energy storage charging and discharging prices.  

7、 Organizational support

(17) Strengthen work coordination. The National Development and Reform Commission and the National Energy Administration are responsible for overall coordination and comprehensive guidance for the large-scale construction of new energy storage by energy regulatory departments in various provinces (regions, municipalities). The energy regulatory departments of each province (region, city) should accelerate the establishment and improvement of a working mechanism for collaborative cooperation with relevant regulatory departments such as electricity operation, pricing, planning, and fire protection, as well as agencies dispatched by the National Energy Administration and various power enterprises, to form a working force.  

(18) Strengthen security management. Firmly establish the concept of safe development and make ensuring safety an important prerequisite for the development of electrochemical energy storage. The relevant management departments shall strengthen the safety management of new energy storage in accordance with the principle of "three management and three musts" for safety production. When filing with the project filing authority, the main responsibility for safety production of the project unit shall be clearly stated in the filing documents, and the project safety supervision responsibility shall be implemented. Provincial energy regulatory departments should strengthen overall coordination and accelerate the construction of a local electrochemical energy storage safety supervision system.

(19) Optimize construction management. The energy regulatory departments of each province (region, city) should adhere to planning guidance, scientifically calculate the local regulatory capacity demand, coordinate and clarify the development scale and layout of new energy storage and other regulatory resources, submit the planning and construction of new energy storage every year, and summarize the development experience. Support multi-party participation in investing in new energy storage and encourage private enterprises to play a greater role in the development of new energy storage. Guide financial institutions to provide loans and interest rate support to enterprises in the new energy storage field, explore financing leasing to support the procurement of new energy storage equipment, and promote the research and development of insurance products for new energy storage projects.

(20) Enhance talent security. Intensify efforts in talent introduction and training, leverage the role and advantages of universities and research institutes in cultivating outstanding innovative talents, rely on the energy storage industry education integration platform, and form a multi-level and multi-channel talent training system. Strengthen the training of operation and maintenance management personnel for new energy storage power stations, and enhance their professional abilities in equipment management, business analysis, operation and maintenance, safety emergency response, and other aspects.  

(21) Promote international cooperation. Following the principle of complementary advantages and mutual benefit, fully leverage the role of intergovernmental multi - and bilateral energy cooperation mechanisms, and promote cooperation in the field of new energy storage. Strengthen international technical exchanges and information sharing, and promote the "going global" of advanced new energy storage technology and equipment in China. Editor/Xu Shengpeng
