Recently, the Ministry of Industry and Information Technology, the State Administration for Market Regulation, and the National Energy Administration jointly issued the "Work Plan for Stabilizing Growth in the Power Equipment Industry (2025-2026)" (hereinafter referred to as the "Plan"). The Plan proposes eight specific measures focusing on expanding domestic effective demand, accelerating the promotion and application of equipment, and optimizing the industry development environment. The aim is to promote effective quality improvement and reasonable quantitative growth in the power equipment industry, providing solid support for energy transformation and high-quality development of the manufacturing industry.
According to the Plan, the main development goals of the power equipment industry in 2025-2026 include: maintaining the annual average revenue growth rate of traditional power equipment at around 6%, and achieving a steady increase in revenue from new energy equipment; maintaining the output of power generation equipment within a reasonable range to ensure energy supply security, and achieving growth in exports of new energy equipment; strengthening the driving role of key regions and leading enterprises, promoting the annual average revenue growth rate of national advanced manufacturing clusters in the power equipment field to around 7%, and achieving an annual average revenue growth rate of leading enterprises to around 10%; and accelerating the technological breakthroughs and industrial application of a number of landmark power equipment.

The website of the Ministry of Industry and Information Technology pointed out in the policy interpretation that the "Plan" addresses the current challenges faced by the industry by implementing coordinated measures from three dimensions: supply, demand, and development environment, and proposes systematic and specific work arrangements.
On the supply side, the Plan emphasizes improving the supply quality of electric power equipment and promoting green and intelligent transformation. Specifically, it includes coordinating and promoting the rebuilding of industrial foundation and tackling major technical equipment, breaking through a number of key landmark equipment, consolidating the leading edge of new energy equipment such as wind power, implementing innovative actions for new energy storage technology, and comprehensively improving product safety, economy, and energy conversion efficiency.
On the demand side, the policy clearly relies on national major energy projects to stabilize the demand for power equipment. It accelerates the construction of large-scale onshore wind and photovoltaic (PV) power bases, regulates and orderly develops offshore wind power, actively promotes the development of distributed PV and wind power, and fosters the integrated and coordinated development of hydropower, wind power, and solar power. At the same time, it actively expands the international market, deepens full-industry chain cooperation with emerging market countries in the fields of wind power, PV, and energy storage, guides enterprises to rationally distribute overseas markets, and strengthens brand building and quality improvement.
In terms of the environmental aspect, the "Plan" proposes several optimization measures: leveraging the guiding role of the first-of-its-kind (or first-batch) policy system to accelerate the promotion and application of innovative power equipment; strengthening industry self-discipline to promote healthy competition; studying and formulating regulatory conditions and management measures for the wind power equipment manufacturing industry to maintain a reasonable pace of industrial research and development iteration; continuously implementing regulatory conditions for the photovoltaic manufacturing industry to promote industrial optimization, layout, and transformation and upgrading.

In addition, the "Plan" specifically proposes to promote the deep integration of new-generation information technology and power equipment, accelerate the green and intelligent transformation of equipment, encourage enterprises to implement full-process digital transformation, combine with the construction needs of new infrastructure such as computing power centers, enhance the intelligent level of distribution buses, carry out gradient cultivation of smart factories, promote typical application scenarios of "5G+Industrial Internet", and create new market demands with high-quality supply.
The introduction of this plan not only points out the path for the development of the power equipment industry in the next two years, but also further strengthens China's competitive advantage in the global energy equipment manufacturing and green technology fields, providing strong support for achieving the "dual carbon" goals and building a new energy system.
