At the intersection of energy transformation and digital revolution, China's energy industry is facing significant policy benefits of intelligent upgrading. Recently, the National Development and Reform Commission and the National Energy Administration jointly issued the "Implementation Opinions on Promoting the High Quality Development of 'Artificial Intelligence+' Energy" (hereinafter referred to as the "Opinions"), proposing a series of specific support measures from multiple aspects such as accelerating the intelligent empowerment of energy application scenarios and enhancing the supply of key artificial intelligence technologies, aiming to use artificial intelligence to drive the transformation and high-quality development of the energy industry.

The Opinion clearly proposes phased development goals: by 2027, an innovative system that deeply integrates energy and artificial intelligence will be initially established, the foundation for the coordinated development of computing power and electricity will continue to be consolidated, the core application technology of artificial intelligence in the energy field will achieve significant breakthroughs, and various intelligent scenarios will be widely implemented. By 2030, China's specialized artificial intelligence technology and overall application level in the energy sector will reach the world's leading level, and the computing power power synergy mechanism will be more perfect, basically establishing a green, economic, safe, and efficient computing power energy utilization model.

In terms of accelerating the empowerment of energy application scenarios, the "Opinions" primarily propose "artificial intelligence+power grid". Promote the application of artificial intelligence technology in power supply and demand forecasting, intelligent diagnosis and analysis of the power grid, generation of planning schemes, and smart construction management of power grid engineering, focusing on key needs such as safe operation, new energy consumption, and efficiency improvement in the construction of new power systems; Promote multi-scale intelligent simulation, explore AI assisted power grid scheduling and decision-making, and comprehensively enhance the safety and low-carbon level of "source grid load storage" collaborative operation.

At the same time, the Opinion emphasizes the promotion of a new business model combining artificial intelligence and energy. To meet the needs of energy supply guarantee and green transformation, support the application of artificial intelligence in flexible adjustment resources such as virtual power plants, distributed energy storage, and electric vehicle to grid interaction (V2G), and enhance the cluster control optimization and dynamic response capabilities on the load side.

In addition, "artificial intelligence+new energy" is also a key direction. To address the volatility and intermittency of new energy generation output, accelerate the application of artificial intelligence in high-precision power forecasting, electricity market trading, intelligent operation of power stations, planning and post evaluation of new energy projects, and promote continuous iteration and innovation of key materials and products.

Du Zhongming, Director of the Electric Power Department of the National Energy Administration, pointed out at the press conference of the State Council Information Office on August 26 that with the rapid expansion of new energy scale, there is significant pressure on consumption in some areas. To cope with the intermittent and fluctuating characteristics of wind and photovoltaic power, it is necessary to accelerate the construction of new power systems and comprehensively enhance the grid's ability to accept and adapt to new energy. He specifically mentioned that we will promote the construction of system friendly new energy power stations, strengthen the coordinated development of the main grid, distribution network, and microgrid, expand the aggregation scale of virtual power plants, deepen the application of vehicle network interaction, and promote the on-site consumption of new energy.

In terms of increasing the supply of key technologies, the Opinion proposes multiple specific tasks: building high-quality energy datasets, promoting the application of technologies such as intelligent labeling, data augmentation, and synthesis; Develop technologies for energy data classification and grading, privacy computing, dynamic encryption, and trustworthy traceability, optimize data sharing mechanisms, and ensure data security throughout the entire process.

Meanwhile, the Opinion emphasizes the strengthening of computing power support. To meet the demand for the integration of diverse and heterogeneous computing power in the energy field, we will carry out key technological breakthroughs such as unified scheduling, intelligent task scheduling, integrated storage and computing networks, and computing power pooling, in order to enhance our intelligent computing service capabilities.

In terms of safeguard measures, the Opinion clearly states that the guiding role of central financial funds should be played, and energy artificial intelligence technology innovation should be orderly promoted based on national major science and technology projects and key research and development plans. At the same time, with the help of multi-level capital markets, guide social capital to participate in the landing and achievement transformation of artificial intelligence technology projects.

The issuance of this Opinion marks a substantive stage for China to systematically promote the deep integration of artificial intelligence and energy at the national level. It not only provides a new path for building a new energy system, but also offers a "Chinese solution" for the global energy green and low-carbon transformation.

In the next decade, with the deep application of artificial intelligence technology in the energy field, China is expected to build a world leading smart energy system.
