On September 17, 2025, the energy construction in Dandong, Liaoning Province reached a major milestone - the Huadian Dandong Jinshan Thermal Power Phase II 1 × 660MW cogeneration expansion project officially broke ground. This major energy infrastructure project with a total investment of over 3.2 billion yuan not only carries the mission of ensuring people's livelihood heating and optimizing regional energy structure, but also will become an important demonstration for Liaoning to explore the coordinated development of "traditional energy cleanliness+new energy scale".

This project is a key project in Dandong City to implement the national "thermal power safety net" energy strategy, optimize regional energy structure, improve ecological environment, and ensure heating for people's livelihoods, with a total investment of 3.207 billion yuan. The project will build one 660MW ultra supercritical direct current coal powder boiler, one same level heating steam turbine, and hydrogen cooled generator set, equipped with advanced desulfurization, denitrification, and dust removal environmental protection facilities. It is expected to be completed and put into operation in September 2027, which will significantly expand the coverage capacity of urban centralized heating, effectively alleviate the heating shortage situation, and help improve the quality of "livable cities" in Northeast China.

Of particular importance is that the project will operate in collaboration with green energy projects such as offshore wind power, building a "coal-fired power peak shaving+green power production" system, and exploring the formation of a new path for Liaoning's energy coordinated development of "traditional energy cleanliness+new energy scale".

With the comprehensive promotion of the thermal power project, Dandong City has taken a crucial step in strengthening energy security and improving the heating capacity for people's livelihoods. In the future, this modern thermal power project will operate in conjunction with green energy such as offshore wind power, injecting stable and efficient "Huadian kinetic energy" into the clean and low-carbon transformation and comprehensive revitalization of Liaoning and even the Northeast region.
